• Holding posts in Level-13 in the pay matrix on a regular basis in the parent cadre or department OR
• With five years of regular service in posts in Level-12 in a pay matrix rendered after appointment thereto on a regular basis in the parent cadre/department.

For Financial Advisor-

Officers under the Central/State Government Universities/Recognised Research Institutions/PSUs Autonomous or Statutory Organisations-

• Holding posts in Level-13 in the pay matrix on a regular basis in the parent cadre or department OR
• With five years of regular service in posts in Level- 12 in the pay matrix rendered after appointment thereto on regular basis in the parent cadre/department.

Qualification–

• Candidate must have done CA, ICWA, CFA, MBA (Finance) or equivalent from a recognised University.

For Regional Commissioner-I-

Officers under the Central/State Government Universities/Recognised Research Institutions/PSUs Autonomous or Statutory Organisations-

• Holding posts in Level-12 in the pay matrix on a regular basis in the parent cadre or department OR
• With five years of regular service in posts in Level-11 in a pay matrix rendered after appointment thereto on a regular basis in the parent cadre/department.
