A) Essential Criteria:
Educational Qualification: The Applicant should be a Graduate with Good Academic Record from any duly recognized University/Institute.
Applicants with Post-Graduate Diploma or Degree in Personnel Management/ Human Resources Management Or Master in Business Administration (MBA)/Post Graduate Diploma/Programme in Management (PGDM/PGPM) from any duly recognized University/Institution is desirable.
Experience: The Applicant should have Minimum 05 Years’ Cumulative Experience/Exposure during Last 10 Years in various aspects of HR/Personnel Management/Industrial Relations in any Organization/ Establishment.
A.1) The Applicant from the Central Government/All India Services should be holding a Post of the Level of a Joint Secretary in the Government of India or be carrying an Equivalent Pay Scale on the Closing Date of Online Application (24.08.2023).
2) The Applicant from the Armed Forces of the Union Government of India should be holding a Post of the Level of Major General in the Army or Equivalent Rank in the Indian Navy/Indian Air Force on the Last Date of Online Application.
B) The Applicant from the State Public Sector Enterprises (SPSE)/Private Sector (PS) should be serving in the Board Level Position Or be holding a Minimum Post of the Level immediately down below the Board Level on the Online Application End Date.
Immediate Absorption of the Central Government Officers on the Post Chairman-cum-Managing Director mandates as the Central Government Officers, including those of the Armed Forces of the Union and the All-India Services, are Eligible for consideration only on an Immediate Absorption Basis as may be read in the PESB Recruitment 2023 Advertisement.
The Selection Criteria for the Director (Human Resources) Post, in accordance with the IOCL Recruitment 2023 involves Shortlisting and Personal Interaction/ Viva-voce.
Condition of Immediate Absorption for Central Government Officers:
The Central Government Officers, including those of the Armed Forces of the Union and the All India Services and Officers from Public Sector Banks/ Financial Institutions/Autonomous Bodies etc., will be Eligible for consideration only on Immediate Absorption Basis.
The Public Enterprises Selection Board will accord Due Preference to the Candidates for Selection for Director (HR) Post serving or having rendered their respective services in any of the Listed Companies.
Appointment Tenure: Post-Selection for Director (HR), the Appointment Tenure of the Incumbent shall remain 05 (Five) Years from the Date of Joining or up to the Date of Superannuation or until further Government Orders, Whichever be Earlier.
Note 1: Eligible Applicants, who in the event of Selection on the Director (HR) Post may be spared for Appointment, should apply through “Proper Channel”.
Note 2: The Applicant on the Date of Application as well as on the Interview Date should be in employment in a Regular Capacity, not in a Contractual or Ad-hoc Capacity in the Following Concerns:
a) Central Public Sector Enterprise (CPSE) (including a Full-Time Functional Director in the Board of a CPSE);
b) Central Government including the Armed Forces of the Union and All India Services;
c) State Public Sector Enterprise (SPSE) where the Annual Turnover is *Rs 10,000 Crore or more;
d) Private Sector in the Company where the Annual Turnover is *Rs 10,000 Crore or more.
