Ministry of Agriculture and Farmers Welfare Recruitment 2023: The Union Public Service Commission (UPSC) has sought Online Applications from Candidates Eligible for the Horticulture Specialist Post in the Department of Agriculture & Farmers Welfare (DoA&FW), Ministry of Agriculture & Farmers Welfare (MoA & FW), Government of India notified in the said Ministry of Agriculture and Farmers Welfare Recruitment 2023 Official Advertisement. According to the Ministry of Agriculture and Farmers Welfare Recruitment 2023 Official Notification having been issued, there is 01 Vacancy for the Horticulture Specialist Post in Group ‘A’ General Central Services, Group ‘A’, Gazetted (Non-Ministerial) Post under Ministry of Agriculture & Farmers Welfare. Notified 01 Vacancy for the Horticulture Specialist Post for Appointment in the Central Institute of Horticulture (CIH), Nagaland is earmarked for the Un-Reserved Category Candidate.
All Willing Candidates with the Eligibility Candidates with Willingness for the Horticulture Specialist Post under the Pay Scale Level Level-11 (Rs. 67700-208700) under the Ministry of Agriculture & Farmers Welfare may complete the Online Recruitment Application (ORA) Process in accordance with the Instructions prescribed in the UPSC issued Ministry of Agriculture and Farmers Welfare Recruitment 2023 Official Notification. As per the Ministry of Agriculture & Farmers Welfare Recruitment 2023 Official Notification, the Last Date for the Intending Candidates with the Stipulated Eligibility to complete the Online Recruitment Application (ORA) Process shall terminate on 30th March 2023 (30.03.2023).
Note-I: According to the UPSC issued Ministry of Agriculture & Farmers Welfare Recruitment 2023 Official Notification, all Eligible Applicants should complete the Online Application Process in respect of the Horticulture Specialist.
Note-II: According to the Ministry of Agriculture & Farmers Welfare Recruitment 2023 Notification, all Willing and Eligible Candidates must furnish their respective Qualifications and Experience in the appropriate/relevant Field(s) over and above the Minimum Qualifications in Online Recruitment Applications while carrying out the ORA Process on the UPSC ORA Link.

According to the Ministry of Agriculture & Farmers Welfare Recruitment 2023 Official Notification, those selected as the Horticulture Specialist shall be issued Appointment Post-Selection under the Pay Scale Level 11 hereinunder:
Pay Scale: Level-11 (Rs. 67700-208700) of Pay Matrix under 7th Central Pay Commission
According to the Ministry of Agriculture & Farmers Welfare Recruitment 2023 Official Notification, the following Category-wise and Reserved Community-specific Age Limits are prescribed for the Horticulture Specialist Post:
1) The Un-Reserved Applicant should not exceed (Maximum) 40 Years as on the Closing Date (30.03.2023) of this Ministry of Agriculture & Farmers Welfare Recruitment 2023 Advertisement issued for the purpose.
2) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/ Union Territory Government Servants up to 05 Years as per the instructions issued by the Government of India from time to time.

The Eligibility comprising the Educational Qualification(s) and Experience essential as per the Ministry of Agriculture & Farmers Welfare Recruitment Recruitment 2023 Notification applicable to the Candidates/Applicants are as follows:
Educational Qualifications:
I) Educational:
a) Master’s Degree in Agriculture with Specialization in Horticulture Or Post Harvest Management Or Master’s Degree in Horticulture from any Accredited University Or Institute
b) The Indian Council of Agricultural Research conducted National Eligibility Test Qualified.
II) Experience:
05-Years’ Experience in the field of Horticultural Development Or Horticultural Extension Or Horticultural Research Or Nursery Management Or Protected Cultivation Or Post Harvest Management Or Floriculture Or Vegetable Production from Central Government Or State Government Or Union Territory Administration (UTA) Or Public Sector Undertaking (PSU) or Statutory Autonomous Organisation (ASO) Or Accredited Research Institution (ARI) Or Accredited University/ies.
Note: The Qualifications and the Qualification in regard to Experience in respect of the Candidates, otherwise, well-qualified, are relaxable at the discretion of the Union Public Service Commission.
According to the UPSC issued Ministry of Agriculture & Farmers Welfare Recruitment 2023 Recruitment 2023 Notification issued, the Union Public Service Commission shall carry out the Recruitment Test Selection and Other Criteria with reference to the Ministry of Agriculture & Farmers Welfare Recruitment 2023 Official Notification, as also explained hereunder:
Recruitment Methodology:
In the event of the Applications received relatively in a large number from Applicants, the Union Public Service Commission will adopt the Shortlisting Criteria to restrict the number to only Eligible Candidates to be called in for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:
a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) if more than one Desirable Qualification is prescribed”.
b) On the basis of Higher Educational Qualifications than the Minimum prescribed in the Ministry of Agriculture & Farmers Welfare Recruitment 2023 Notification.
c) Based on Higher Experience in the relevant field than the Minimum prescribed in the Ministry of Agriculture & Farmers Welfare Recruitment 2023 Advertisement.
d) By reckoning the Prior Professional Work-Experience before or Post-acquiring Essential Qualifications of the Candidate Applicants.
e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).
f) By holding a Recruitment Test (RT).
Note-II: Important Points:
Viva-voce/Personality Test carries Total 100 Marks explained hereunder:
i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain as hereunder:
a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks.
b) Economically Weaker Sections 50 Marks.
c) Other Backward Community: 45 Marks.
d) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability/ies (PwBD/s): 40 Marks.
ii) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.
Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:
I) The General Category/EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five only) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using Visa/Master Credit/Debit Card Payment Gateway.
II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.
Based on the UPSC issued Ministry of Agriculture & Farmers Welfare Recruitment 2023 Official Notification, the Eligible Candidates with Willingness should complete the ORA Process up to 16.03.2023 following the Instructions prescribed therein.
i) Eligible and Willing Candidates should visit the UPSC ORA Website to complete the Online Recruitment Application Process.
