Ministry of Health and Family Welfare Recruitment 2023: The Union Public Service Commission (UPSC) has invited Online Applications from the Candidates Eligible for the Specialist Grade III (Ophthalmology) Post in the Department of Health and Family Welfare Recruitment 2023 Official Employment Notification.  The Ministry of Health and Family Welfare  (MoHFW) Recruitment 2023 Official Notification has occurred with 10 Vacancies comprising 03 Vacancies earmarked for Un-Reserved Category Candidates to be filled up in the Revised Pay Matrix Level-11 (Rs. 67700 to Rs.208700) Plus NPA in the Department of Health and Family Welfare (DoHFW).

According to the Ministry of Health and Family Welfare Recruitment 2023 Employment Notification, the Eligible Candidates with Individual Desire for the Ministry of Health and Family Welfare Recruitment 2023 Official Employment Notification Specialist Grade III (Ophthalmology) Post under the Group ‘A’, Non-Teaching Specialist Sub-Cadre of Central Health Service Classification may complete the Online Recruitment Application (ORA) Process well ahead of the Crucial Date 01.06.2023 as per the Instructions prescribed therein.   

Note-I: As per the Ministry of Health and Family Welfare Recruitment 2023 Official Employment Notification, while completing the Online Application Process for MoHFW Specialist Grade III (Ophthalmology) Post, the Eligible Candidates with the Desire must furnish their respective Qualifications and Experience in the appropriate/relevant Field(s) over and above the Minimum Qualifications in the Online Recruitment Application Portal available in the UPSC ORA Link.

According to the Ministry of Health and Family Welfare Recruitment 2023 Official Employment Notice, those selected as Specialist Grade III (Ophthalmology), post-Appointment shall be entitled to Monthly Salary explained hereinunder:

Pay Scale: Level-11  (Rs. 67700-208700) Plus NPA

Upper Age Limits under Ministry of Health and Family Welfare Recruitment 2023:

As per the UPSC issued Ministry of Health and Family Welfare Recruitment 2023 Official Employment Notification, the following Category-wise Age Limits are prescribed for the Candidates:

i) Any Un-Reserved Category: Not exceeding 40 Years

ii) The EWS Category Candidates should not be exceeding 40 Years as on the Closing Date 01.06.2023

iii) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/Union Territory Government Servants up to 05 Years as per the instructions issued by the Government of India from time to time. For Age Concessions applicable to some other Categories of Applicants, the Applicants should refer to the relevant Paragraphs of the “Instructions and Additional Information to Candidates for Recruitment by Selection” of the UPSC-issued Ministry of Health and Family Welfare Recruitment 2023 Official Advertisement.

iv) Relaxations in Upper Age Limits for Reserved Community Candidates are explained in the MoHFW Recruitment 2023 Official Notification

Eligibility Criteria for the Ministry of Health and Family Welfare Recruitment 2023:

The Eligibility, in accordance with the Ministry of Health and Family Welfare Recruitment 2023 Official Employment Notice for Specialist Grade III (Ophthalmology), comprising the Educational Qualification(s) and Experience essential narrated therein for the Applicants should be read as follows:

Essential Criteria:

The Willing Candidates with Eligibility should have the Eligibility comprising the Educational and Desirable Qualifications narrated hereunder:

A) Essential Qualification(s):

1. Educational:

i) A recognized MBBS Degree Qualification included in the First Schedule or Second Schedule or Part II of the Third Schedule (other than Licentiate Qualifications) to the Indian Medical Council Act 1956 (102 of 1956).

Holders of Educational Qualifications included in Part II of the Third Schedule should also fulfill the Conditions specified in Sub-Section (3) of Section 13 of the Indian Medical Council Act 1956 (102 of 1956).

(ii) Post-Graduate Degree/Diploma in the Concerned Specialty Or Super-Specialty mentioned in Section-A or Section-B in Schedule-VI i.e., Master of Surgery (Ophthalmology) or Doctor of Medicine (Ophthalmology) Or Diplomate National Board (Ophthalmology) Or Post-Graduate Diploma in Ophthalmology Or Post Graduate Diploma in Ophthalmic Medicine and Surgery.

B. Experience: 03-Years’ Experience in the concerned Specialty or Super-Specialty post-obtained Post-Graduate Degree Or 05 Years’ Experience after obtaining the Post-Graduate Diploma.

Note: The Qualifications and the Qualification with regard to the Experience in respect of the Candidates, otherwise well-qualified, are relaxable at the discretion of the Union Public Service Commission.

Selection Process under Ministry of Health and Family Welfare Recruitment 2023:

Based on the Ministry of Health and Family Welfare Recruitment 2023 Official Notification, the Union Public Service Commission shall carry out the Recruitment Test Selection with Other Criteria also explained hereunder:

Recruitment Methodology: In the event of the Applications relatively in large number received from Applicants, the Union Public Service Commission will adopt the Shortlisting Criteria for restricting the number to only Eligible Candidates to be called in for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:

a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs), if more than one Desirable Qualification is prescribed”.

b) On the basis of Higher Educational Qualifications than the Minimum prescribed in the Ministry of Health and Family Welfare Recruitment 2023 Official Notification.

c) Based on Higher Experience in the relevant field than the Minimum prescribed in the Ministry of Health and Family Welfare Recruitment 2023 Official Advertisement.

d) By reckoning the Prior Professional Work-Experience before or Post-acquired Essential Qualifications of the Candidate Applicants.

e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).

f) By holding a Recruitment Test (RT).

Note-II: Minimum Qualifying/Pass Marks:

As has been explained in the Ministry of Health and Family Welfare Recruitment 2023 Official Employment Notice, Viva-voce/Personality Test carries Total 100 Marks with the Minimum Qualifying/Pass Marks for Selection to be read hereunder:

I) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain as hereunder:

a) Un-Reserved (UR)  Category: Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks

b) Economically Weaker Sections (EWS): 50 Marks

c) Other Backward Community: 45 Marks

d) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability/ies (PwBD/s): 40 Marks.

II) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.

Application Fee for Ministry of Health and Family Welfare Recruitment 2023:

According to the UPSC issued Ministry of Health and Family Welfare Recruitment 2023 Official Notification, the Application Fee to be remitted Online for Un-Reserved, EWS, OBC (NCL) Candidates is as follows:

Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:

I) The General Category/EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five only) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using Visa/Master Credit/Debit Card Payment Gateway.

II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.
