Ministry of Home Affairs Recruitment 2022: The Union Public Service Commission (UPSC) has invited Online Applications from the Candidates duly satisfying the Eligibility Criteria for the Post Deputy Director in the Computer & System Division in the Department of Women Safety under the National Crime Records Bureau, the Ministry of Home Affairs (MHA).

Those Intending Candidates, who deem to have satisfied the Eligibility Criteria for the Post Deputy Director in the Computer & System Division under General Central Services, Group ‘A’, Gazetted, Non-Ministerial, may submit Online Registration of Application (ORA), are encouraged to proceed with Online Registration/Application. Post Title: Deputy Director in Computer & System Division in the Department of Women Safety, The National Crime Records Bureau: 01 Vacancy

Posting and Nature of Post: General Central Service, Group ‘B’, Gazetted, Non-Ministerial. The Post is Permanent

Pay Scale: Pay Level- 13A (Rs.131100 to Rs.216600) (Pre-Revised Rs. 37400 to Rs.67000 with Grade Pay of Rs. 8900)

Upper Age Limit: Not to exceed 50 Years. Relaxable for Regularly Appointed Central/Union Territory Government Servants up to 05 Years as per the Government of India issued Instructions/Orders from time to time. For Age concessions applicable to other categories of Applicants, ‘Instructions and Additional Information for Candidates in respect of Recruitment by Selection are available for viewing.

As regards Ex-Servicemen and Commissioned Officers including ECOs/SSCOs shall be Upper Age is relaxable by 05-years subject to the condition that on the closing date for receipt of Applications the continuous Service rendered in the Armed Forces by an Ex-Serviceman is Minimum Six Months Post-attestation. This Upper Age relaxation is also available to ECOs/SSCOs who have completed their Initial Period of Assignment of Five Years of Military Service and whose Assignment has been extended beyond Five Years as on the End Date of Online Registration of Application and in whose case the Ministry of Defence issues Certificates that they will be released within 3 Months on Selection from the date of Receipt of Offer of Appointment. The Candidates claiming Age relaxation under this Para would need to submit/produce a Certificate in the prescribed Proforma to the Union Public Service Commission.

Essential Qualification(s):  The Applicant should have the following Essential Qualifications.

1) A.i: Master’s Degree in Computer Applications (MCA) or Computer Science or M. Tech (with Specialization in Computer Applications) or Bachelor of Engineering (B.Engg)/ Bachelor of Technology (B. Tech.) in Information Technology or Computer Engineering Or Computer Science Or Computer Technology from any Duly Recognized University or Institute;

A. ii) 12 Years’ Experience of Electronic Data Processing or Computer Oriented Optimization Information or Statistical System, out of which Minimum 07 (Seven) Years’ Experience should be in Actual Computer Programming and System Design Or Design, Development Or Organizing Computerized Information Storage and Retrieval System.

Or

B.i: BE/B.Tech in Electronics or Electronics and Communication Engineering from any duly Recognized University or Institute.

ii) 13 (Thirteen) Years’ Experience of Electronic Data Processing or Computer-oriented Optimization Information or Statistical System, out of which Minimum 08 Years’ Experience should be in Actual Computer Programming and System Design Or Design, Development Or Organizing Computerized Information Storage and Retrieval System.

Or

C.i) Bachelor’s Degree in Computer Applications (BCA) or Computer Science Or Information Technology Or Electronics from any duly recognized University or Institute;

2) Experience:  13 (Thirteen) Years’ Experience of Electronic Data Processing or Computer Oriented Optimization Information or Statistical System, out of which Minimum 08 Years’ Experience should be in Actual Computer Programming and System Design or Design, Development or Organizing Computerized Information Storage and Retrieval System.

Note 1) Applicant Officer’s Experience as prescribed hereinabove should be from the Central Government or State Governments or Union Territories or Universities or Recognized Research Institute or Public Sector Undertakings (PSUs) or Statutory or Esteemed Autonomous Organizations.

Note: Fore-stated Qualifications are Relaxable at UPSC’s discretion in case of the Candidates otherwise well-qualified.

Union Public Service Commission Recruitment Test Selection and other Criteria:

Note-II: In the event of the Applications received in large number submitted by the Applicants/Candidates, the Union Public Service Commission will adopt the Shortlisting Criteria to restrict the number of Candidates to be called for Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:

a) “On the basis of Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) if more than one Desirable Qualification is prescribed”.

b) On the basis of Higher Educational Qualifications than the Minimum Prescribed in the Advertisement.

c) On the basis of Higher Experience in the relevant field than the Minimum Prescribed in the Advertisement.

d) By counting the Prior Professional Work-Experience before or Post-acquiring the Essential Qualifications.

e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).

f) By holding a Recruitment Test (RT).

The Candidate should, therefore mention all His or Her Qualifications and Experience in the relevant Field over and above the Minimum Qualifications.

Note-III: Important Points:

i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is made only through Interview or by Recruitment Test (RT) followed by the Interview, shall remain:

a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks. b) Economically Weaker Sections 50 Marks. c) Other Backward Community: 45 Marks, c) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability (PwBD): 40 Marks.

ii) In cases where Selection is made by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to achieve the Minimum Level of Suitability in their respective Categories at the Interview Stage.
