Officers should have a solid performance history and an in-depth understanding of the systems and processes used by the Bank. Officers should be qualified and have the necessary domain knowledge for the job at hand. The officer’s or employee’s integrity should not have been questioned during his prior employment. During the five years of service prior to retirement, the official should not have received any punishment or penalty (including censure or higher).
