DGFT Makes Changes to Import Policy for Synthetic Knitted Fabrics

The recent official notice (Notification No. 05/2025-26) of DGFT, issued on April 23, 2025. As per the notice, the Import Policy has been amended for the Synthetic Knitted Fabrics under ITC (HS) Codes 60019200, 60053600, 60053790, and 60053900.

The amendments made say that these fabrics are constrained. They are free of value only if their value is 3.5 US dollars or above per kilogram. The Minimum Import Price (MIP) rule doesn’t apply to imports made by Advance Authorisation holders, Export Oriented Units (EOUs), and SEZ units as long as the imported goods aren’t sold in the regular Indian market called the Domestic Tariff Area or DTA.

In the use of powers granted as per sections 3 and 5 of the Foreign Trade Act, 1992, along with specific parts of the Foreign Trade Policy (FTP) 2023, the government has set a Minimum Import Price (MIP) on certain products. This decision is made through Notifications No. 77/2023 (16.03.2024), No. 33/2024-25 (01.10.2024), and No. 49/2024-25 (04.01.2025). The government has now decided to apply this MIP rule on four specific types of Synthetic Knitted Fabrics (based on their codes) until March 31, 2026.

The Minimum Import Price (MIP) rule does not apply to imports made by Advance Authorisation holders, Export Oriented Units (EOUs), and units in the SEZ, as long as the imported goods are not sold in the regular Indian market (Domestic Tariff Area or DTA).

Effect of the Notification:

  • The import of certain Synthetic Knitted Fabrics (with specific codes) is now “restricted,” meaning it has special rules.
  • However, imports are “free” (no restrictions) if the cost per kilogram is 3.5 US dollars or more.

Additionally, imports made by Advance Authorisation holders, EOUs, and SEZ units will be exempt from the MIP rule.
