DGFT Notifies Export Authorization Modalities for 25 LMT Wheat Exports

The Directorate General of Foreign Trade (DGFT) has issued a Public Notice dated April 30, 2026 prescribing detailed modalities for filing and processing applications for export authorisations of wheat pursuant to Notification No. 13/2026-27 dated April 27, 2026. The framework covers allocation, eligibility conditions, reporting obligations and re-allocation mechanisms for export of 25 lakh metric tonnes (LMT) of wheat.

Under the Public Notice, exporters having an active Importer Exporter Code (IEC) are required to submit applications online through the DGFT portal between May 1, 2026 and May 10, 2026 under the “License for Restricted Exports” module.

The DGFT clarified that export authorisations issued under the scheme will remain valid for six months from the date of issuance and will be strictly non-transferable.

“The Export Authorizations shall strictly be non-transferable and must be used by the allottee IEC holder only.”

A Special Exim Facilitation Committee (SEFC) constituted by the DGFT will examine applications and recommend allocations. Out of the total 25 LMT quantity, 18 LMT has been earmarked for exporters having an average annual export turnover of at least Rs.150 crore during the last three years and who apply for a minimum quantity of 50,000 metric tonnes.

Thus, 5 LMT has been reserved for State Trading Enterprises and Cooperative Societies functioning under the aegis of the Government of India and dealing in agricultural commodities. The remaining 2 LMT will be allocated to existing MSME exporters applying for at least 10,000 metric tonnes.

The Public Notice further states that the SEFC will consider export history and confirmed export orders while recommending allocations.

“The SEFC shall, while examining the applications for recommending allocation, take into consideration the previous export history of the applicant and existence of confirmed export orders/contracts.”

The DGFT has also introduced a review and re-allocation mechanism. Export performance of authorization holders will be reviewed after three months and unutilised quantities may be redistributed, particularly where exports are less than 50% of the allocated quantity.

Applicants are required to submit confirmed export contracts, export performance details for the previous five financial years and a Chartered Accountant certificate with valid UDIN supporting turnover figures.

The Public Notice also specifies several disqualification grounds, including submission of multiple applications by the same IEC holder, applications below the prescribed minimum quantity and applications filed outside the notified window period.

Further, exporters have been directed to furnish monthly export progress reports to the SEFC by the 5th of every month, failing which action may be initiated under the Foreign Trade (Development & Regulation) Act, 1992.

“Non-compliance with reporting requirements shall attract action under the provisions of the Foreign Trade (Development & Regulation) Act, 1992.”
