GSTN Advisory for Biometric-Based Aadhaar Authentication

The Odisha GST applicants are hereby informed that the processes have recently been updated as far as regards the biometric-based Aadhaar authentication and document verification, particularly in newly filed applications.

An amendment to Rule 8 of the CGST Rules, 2017 now allows for the identification of applicants based on data analysis and risk parameters. This includes biometric-based Aadhaar authentication, taking the applicant’s photograph, and verifying the original documents uploaded during the application process. GSTN has built this functionality. It was launched formally at Odisha on 28 September 2024.

This feature also supports document verification along with the scheduling of appointments. As soon as an application is submitted in the Form GST REG-01, e-mail will be sent to the applicant offering one of the following options:

(a) OTP-based Aadhaar authentication link.

(b) Link for appointment booking with a message to visit GST Suvidha Kendra.

(GSK) along with GSK and Jurisdiction details for biometric-based Aadhaar authentication and document verification.

In case an OTP-based Aadhaar authentication link is sent, the applicant may avail the scheme as per the process followed currently. But if there comes an appointment booking link, the applicant is supposed to book a visit to the respective GSK at the prescribed link for biometric authentication and document verification.

Now, booking an appointment for visiting a GSK is also permissible for applicants across Odisha. Once the applicant has scheduled an appointment, the concerned GSK will send a confirmation e-mail. The applicant will have to present him/herself in the assigned GSK on the appointed date. While appearing in GSK, the applicant will be required to produce:

a. Copy (hard/soft) of the appointment confirmation e-mail

b. The jurisdiction details mentioned in the intimation e-mail

c. Original Aadhaar Card and PAN Card.

d. Original documents uploaded along with the application as requested in the intimation email.

At GSK, biometric authentication and document verification will be done for all those who will have to be mandatorily picked up by the GST application Form REG-01.

Schedule the biometric verification appointment within permissible time frame subject to intimation through e-mail. ARNs will be generated only after the authentication of biometric and document verification. GSK working hours would be subject to intimation of the respective state administrations.

The intention of this new process is to process the GST registration in Odisha much more efficiently and securely, with a higher level of accuracy.
