The Lieutenant Governor of National Capital Territory of Delhi has introduced changes in the list of required documents for free medical laboratory tests. The official gazette notification dated May 20, 2025, outlines the revised list of documents. The lab tests are outsourced to another company, and the tests are run by government hospitals, polyclinics, Delhi government dispensaries, and AamAadmiMohalla Clinics in Delhi to check the patient's health. The tests are free of cost for the patients, which means that the patients do not have to pay any amount to avail this service. The Delhi government bears the lab test cost from its consolidated funds.

Revised Documents for Free Laboratory Tests

As per the official e-gazette notification, to avail the free lab test scheme, the individual must submit proof of having an Aadhaar number or undergo Aadhaar authentication. If you do not have an Aadhaar number or have not enrolled for Aadhaar, then you must make an application for Aadhaar enrollment.

For Children Who Do not Have an Aadhaar Number

Here is the list of documents you can submit if your child does not have an Aadhaar number. (a) Aadhaar Enrolment Identification slip, or a biometric update identification slip, and any one of the following documents: 1. Birth Certificate or Record of birth issued by a recognised authority, or 2. School identity card, signed by the principal of the school, having parents’ names; and 3. Any one of the following documents as proof of the relationship of the child with the parent or legal guardian:
  • Birth Certificate or Record of birth issued by the appropriate authority, or
  • Ration Card or
  • Ex-Servicemen Contributory Health Scheme (ECHS) Card or
  • Employees' State Insurance Corporation (ESIC) Card or Central Government Health Scheme (CGHS) Card or
  • Pension Card or
  • Army Canteen Card or
  • Any Government Family Entitlement Card.
For Beneficiaries Other Than Children Who Do Not Have an Aadhaar Number Persons other than children can submit the following documents to avail of the benefit of the free laboratory test scheme. (a) Aadhaar Enrolment Identification slip and (b) any one of the following documents:
  • Bank or Post office Passbook with Photo or
  • Permanent Account Number (PAN) Card or
  • Passport or
  • Ration Card or
  • Voter Identity Card or
  • Kisan Photo passbook or
  • Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988).
As per the notification, the above-mentioned documents must be verified by an officer who has been specially appointed by the Department for this purpose.

What if Poor biometrics led to Aadhaar Authentication Failure?

As per the notification, the following steps can be taken in case the Aadhaar authentication fails because of the poor biometrics of the beneficiary.
  • If fingerprint quality is poor, then iris scan or face authentication will be used. The Implementing Agency of the Department will make provisions for iris scanners or face authentication systems and fingerprint authentication to ensure smooth delivery of benefits.
  • If biometric authentication using a fingerprint, iris, or face scan still fails, then Aadhaar One-Time Password (OTP) or Time-based OTP with a limited validity period will be used, wherever possible and allowed.
  • If none of the above methods work, then the benefits under the scheme may be offered based on the physical Aadhaar letter. Its authenticity will be checked using the QR code printed on the Aadhaar letter, and the Department will make sure that QR code readers are available at convenient locations by the Department through its Implementing Agency.
