The Central Board of Indirect Taxes and Customs (CBIC) under the Ministry of Finance (Department of Revenue), in exercise of its powers granted under Section 168(1) of the Central Goods and Services Tax (CGST) Act, 2017, has issued guidelines for handling applications for GST registration, vide Circular No. 257/03/2026-GST dated October 26, 2026. These guidelines are aimed towards promoting uniformity in GST registration procedures and facilitating genuine applicants.

The board highlighted that it had received multiple representations raising grievances regarding the difficulties faced by the applicants in seeking their GST registration, either due to rejection of the application for registration on various grounds or due to the delay in processing of the registration application on account of queries being raised/clarificationsed/ clarifications or additional documents being sought by the tax officers with respect to information submitted by the applicant in his application in FORM GST REG-01.

The circular highlights that applicants often face delays or rejection of their GST registration applications due to missing information, incorrect or inconsistent details, incomplete documents, or unclear document uploads. Common issues relate to the applicant’s identity details, proof of the principal place of business, business constitution, and identity details of the authorised signatory.

CBIC noted that genuine applicants should not face unnecessary difficulties while obtaining GST registration. At the same time, proper verification is necessary to prevent fraudulent registrations obtained using other persons’ identities. Such fake registrations may be used to pass on ineligible Input Tax Credit (ITC) without any actual supply of goods or services, causing revenue losses to the government and affecting honest taxpayers.

The Board stated that despite Instruction No. 03/2025-GST being previously issued on April 17, 2025, further guidance is required for applicants to ensure that applications are fully accurate and include all necessary supporting documents.
