In February 2024, police in St. Catharines responded to a business complaint about possible fraud by their accountant. The case was handed over to the fraud unit for investigation.
Investigators found that the business had hired a Chartered Professional Accountant who owns Justin Jay Tax Accounting & Advisory Services. When the business became concerned about its accounting practices, it had another company review the books, which led to fraud allegations.
On April 23, 2025, police arrested Cherrel Monton-Matsugu, a 44-year-old from Niagara Falls. She faces several charges:
- Fraud over $5,000
- Possessing property obtained through crime over $5,000
- Altering documents to commit fraud
- Criminal breach of trust
