Empanelment of CA Firm for GST Compliance Pawan Hans Limited Pawan Hans Limited (PHL) is a Govt. of India Enterprise under the Administrative control of the Ministry of Civil Aviation, Government of India which currently holds 51% of the issued and paid up equity capital of the Company. The balance 49% of the equity capital in the Company is held by Oil & Natural Gas Corporation Ltd. (ONGC). The Company’s registered and Corporate Office is at Noida and Regional Offices are at Mumbai, Delhi and Guwahati. PHL had appointed a Travel Management Company (TMC) for booking of Air/Hotel/Train for Official Tour Duties undertaken by PHL Officials across India. PHL intends to appoint reputed CA firm for Audit of Invoices/Records of Travel Management Company on a onetime assignment basis. The TMC had operated from December 2020 to April 2021.

Scope of Work

a) To check and verify that all invoices of Air/Train and Hotel submitted by Travel Management Company (TMC) in respect of PHL Officials for release of Payment are accompanied with Invoices of respective Airlines/Train and Hotels. b) To Check and verify that Invoices Air/Train and Hotel submitted by TMC are matching with the respective Invoices of Airlines/train and Hotels. c) To Check that Individual Travel Requisition Form(TRF) submitted by PHL Officials to TMC towards booking of Travel Tickets and Hotel have approval of Competent Authority including approval of higher entitlement than allowed as per rules. The TRF should be attached with the TMC Invoice(s). d) To check and verify that Invoices submitted by TMC are in conformity with TA/DA Claims claimed by PHL Officials and report the deviations. e) For any other Invoice submitted by TMC if requisite approvals are available. f) 100% checking of all Invoices submitted by TMC is to be done. Report is to be submitted with comment on each of the Invoices. g) To Check if liability towards TMC is properly accounted in Books of Accounts. h) To point out the discrepancies in the Invoices, if any and its reason with remedial measures. i) In case of cancelled tickets or any other refund cases whether claims have been sent to TMC and status of Credit Note for the same. j) To Check if All the Invoices has been certified for Payment by Administration before sending to Finance and Accounts.

Eligibility Criteria

a) The firm should be Chartered Accountant firm having at least 5 Years Experience in practice. b) The firm should have at least one Office in Delhi NCR. c) The firm should have minimum of 3 Partners. d) The firm must have undertaken Internal Audit Assignment of 2 Years in any Public Sector Undertaking (State/Central) OR Statutory Audit assignment of 2 Years in any Public Sector Undertaking (State/Central). The Eligibility will be considered on last date of Bid Submission date. Documentary proof in support of the completed assignments in the form of Copy of Work Order/Letter of Award /work completion certificate or any other representative documents etc. to be provided in support of past experience. The Technical Bids must also contain the following:- a) Scanned copy of GST Registration as well as PAN Card. b) Receipt of Online EMD Payment c) Signed and stamped copy of this tender document as acceptance of having read, understood and agreed all terms and conditions mentioned herein in the Tender. Terms and Conditions (i) Validity of Quote: The Quote must be valid for 60 days from last date of Submission (ii) EMD (Earnest Money Deposit) – The bidder has to submit a amount of INR 7,350/- towards EMD through online mode (NEFT) in favor of Pawan Hans Ltd. on or before the due date and time failing which the tender shall be summarily rejected. (iv) The refund of EMD (without interest) to Unsuccessful bidders who fails to qualify at the technical stage shall be processed within 60 days of the award of Contract to the L1 party. (v) The Technical bid and Financial bid shall be submitted as per prescribed format by due date and time. The Technical Bids received after the specified date/time, incomplete/unsigned, in open envelope or by fax/Email will not be considered for evaluation.
