Government Bans Charges on RuPay Debit Card, UPI Payments Up to Rs 2,000:

The Government has prohibited banks and system providers from imposing direct or indirect charges on RuPay debit card and UPI payments up to Rs 2,000.
Government Opens Door for MDR Charges on UPI Transactions

The Ministry of Finance (Department of Financial Services) under the Government of India has specified two electronic modes of payment in pursuance of its powers granted under Section 10A of the Payment and Settlement Systems Act, 2007 (51 of 2007).
The two notified electronic modes of payment are Debit Card powered by RuPay and Unified Payments Interface (UPI) transactions upto Rs 2,000.
The Central Government has prohibited banks and system providers from imposing, directly or indirectly, any charges on a person making or receiving payments using debit cards powered by RuPay and UPI transactions up to Rs 2,000.
The aforementioned clarification has been announced vide Notification No. S.O. 5067(E), dated September 14, 2026. According to the notification, the Ministry of Finance has stated that “in exercise of the powers conferred by section 10 A of the Payment and Settlement Systems Act, 2007 (51 of 2007), the Central Government hereby specifies the following electronic modes of payment, namely:- (i) Debit Card powered by RuPay; and (ii) Unified Payments Interface (UPI) transactions upto Rs. 2,000.”
It has been further directed that “no bank or system provider shall impose, whether directly or indirectly, any charge upon a person making or receiving a payment by using the electronic modes of payment specified in paragraph above.”
