In our Previous Article we have discussed about Invoice GST Invoice Rules, Invoicing Under GST, Download GST Invoice Format. Here in this article we will discuss Bill of Supply, Bill of Supply Under GST, Bill of Supply Format, Bill of Supply Rules. A Bill of Supply is different as compare to Tax Invoice. A Bill of supply contains no Tax i.e Tax cannot be charged in Bill of Supply.

What is Bill of Supply:

Under tax invoice tax is charged by the person raising the invoice but under bill of supply tax will be be charged by the person. Under GST a bill of supply is a document that is different from a normal tax invoice. Bill of Supply donot contain any tax amount, as input tax cannot be charged in these cases.
A bill of supply is issued in cases when a registered person is asupplier of exempted goods/services, OR, if they have opted to pay GST under section 10 of the composition scheme. In either of these cases, the registered person cannot charge GST to the buyer, and hence there is no tax amount listed on the bill.
The registered person may not issue a bill of supply if the value of the goods or services or both supplied is less than two hundred rupees.
Note the In case of Stock Transfer Tax invoice will be issued as in stock transfer tax will be charged on the invoice.’

Format of Bill of Supply Contains below Details:

(a) Name, address and GSTIN Goods and Services Tax Identification Number of the supplier;
(b) a consecutive serial number not exceeding sixteen characters, in one or multiple series, containing alphabets or numerals or special characters -hyphenor dash and slash symbolised as – and / respectively, and any combinationthereof, unique for a financial year;
(c) Date of its issue;
(d) name, address and GSTIN Goods and Services Tax Identification Number or Unique Identity Number, if registered, of the recipient;
(e) Harmonised System of Nomenclature ( HSN )* Code for goods or services;
(f) Description of goods or services or both;
(g) Value of supply of goods or services or both taking into account discount or abatement, if any; and
(h) Signature or digital signature of the supplier or his authorised representative:
* HSN Code:
Turnover less than 1.5 crores- HSN code is not required to be mentioned
Turnoverbetween 1.5 -5 crores can use 2-digit HSN code
Turnover above 5 crores must use 4-digit HSN code

Below is Extract of CGST ACT and CGST Rules:

As per clause (c) of sub-section (3) of section 31 a registered person supplying exempted goods or services or both or paying tax under the provisions of section 10(i.e Composition Dealer) shall issue, instead of a tax invoice, a bill of supply containing such particulars and in such manner as may be prescribed:
Provided that the registered person may not issue a bill of supply if the value of the goods or services or both supplied is less than two hundred rupees subject tosuch conditions and in such manner as may be prescribed
As per Rule 49. A bill of supply referred to in clause (c) of sub-section (3) of section 31 shall be issued by the supplier containing the following details, namely,-
(a) name, address and Goods and Services Tax Identification Number of the supplier;
(b) a consecutive serial number not exceeding sixteen characters, in one or multiple series, containing alphabets or numerals or special characters -hyphenor dash and slash symbolised as – and / respectively, and any combinationthereof, unique for a financial year;
(c) date of its issue;
(d) name, address and Goods and Services Tax Identification Number or Unique Identity Number, if registered, of the recipient;
(e) Harmonised System of Nomenclature Code for goods or services;
(f) description of goods or services or both;
(g) value of supply of goods or services or both taking into account discount or abatement, if any; and
(h) signature or digital signature of the supplier or his authorised representative:
Provided that the provisos to rule 46 shall, mutatis mutandis, apply to the bill of supply issued under this rule:
Provided further that any tax invoice or any other similar document issued under any other Act for the time being in force in respect of any non-taxable supply shall be treated as a bill of supply for the purposes of the Act.
