In India, the affordable housing sector is a major contribution to the country’s real estate market. The Indian government created the Pradhan Mantri Awas Yojana (PMAY) intending to provide ‘Affordable Housing’ to the urban poor through a credit-linked subsidy on home loans. Operating across four verticals – Credit Linked Subsidy Scheme (CLSS), Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP) and In Situ Slum Rehabilitation (ISSR), the PMAY directed the scheme toward the urban poor belonging to the Economically Weaker Section (EWS), Lower Income Group (LIG) and Middle-Income Groups (MIG-1 and MIG-2).

However, the Pradhan Mantri Awas Yojana has been a crucial driver of expanding and revitalising India’s housing sector, which had stalled during the lockdown, since the post-lockdown period in 2020. The Pradhan Mantri Awas Yojana, which was launched in 2020, included a slew of initiatives that improved the housing sector’s performance:

Housing For All Mission

The government’s ‘Housing for All’ objective, which will be completed by 2022 under the PMAY, has boosted India’s affordable housing market. Affordable housing, as defined by the government, is defined as housing units costing up to Rs. 45 lakhs with a carpet area of 60 sqm (in metropolitan cities) and 90 sqm (in non-metropolitan areas) (in other cities and towns).

The reduction in GST rates for affordable housing from 8% to 1% has aided in the creation of affordable housing demand among the economically disadvantaged. Furthermore, an additional outlay of Rs. 18,000 crores allocated in the Union budget for 2020-21 to the existing Rs. 8000 crores of the Pradhan Mantri Awas Yojana has given the mission and construction activity an extra boost, with increased demand for cement, steel, and job opportunities in the housing sector.

CLSS Extension and Carpet Area

In a much-needed boost to the housing sector, the Finance Ministry stated in 2020 that the deadline for applying for the CLSS programme under the PMAY will be extended to March 31, 2021, for individuals with a household income of Rs. 12-18 lakhs per year. This decision is expected to help revive the real estate market by increasing the demand for inexpensive housing among the 2.5 million MIG-1 and MIG-2 recipients.

In addition, the carpet space for residences eligible for CLSS under the Pradhan Mantri Awas Yojana has been enhanced to 160 sqm from 120 sqm for MIG-1 and to 200 sqm from 150 sqm for MIG-2 to attract more beneficiaries and boost housing demand. This increase in carpet area is expected to boost construction activity and aid the housing sector’s progress.

Affordable Rental Housing Complexes (ARHC)

Migrant workers in the informal sector bear the brunt of the uncertainty throughout the 2020 shutdown period because of a lack of effective welfare systems that may have relieved their misery. In light of these developments, the Pradhan Mantri Awas Yojana included ARHC as a sub-scheme to provide ease of living to urban migrants working in the unorganised sector of the economy.

The ARHC scheme makes available to urban migrants working in the informal sector existing unoccupied housing stock in urban areas for affordable rental purposes. The formation of ARHCs creates new investment opportunities and promotes entrepreneurship in the rental housing industry, either through private-public partnerships or solely through public institutions. In addition, the impending Model Tenancy Law is planned to correct inconsistencies in the rental housing market and provide it with a boost.

SWAMIH Fund

The Special Window for Affordable and Mid-Income Housing Fund intends to give priority finance to construction projects that are stressed or halted in the affordable and middle-income segments. The fund would then provide financial assistance to developers to help them complete their stalled projects, ensuring that homes are delivered to home purchasers in the Pradhan Mantri Awas Yojana’s affordable and middle-income categories and boosting overall sales in the affordable housing sector.

  3. Enter your Aadhaar number and click on the ‘Show’ button.
  4. You can now see the beneficiary details on your screen, along with your name, if a record is found.
