56th GST Council Meeting Recommendations: Key Highlights
The 56th GST Council Meeting, held in New Delhi on 3rd September 2025 in New Delhi was chaired by Union Finance Minister Smt Nirmala Sitharaman. The meeting discussed some important taxpayer-friendly changes. These changes are in alignment with the “Next-Generation GST” vision announced by PM Narendra Modi on Independence Day 2025.
Previously, there were four slabs in the GST system: 5%, 12%, 18%, and 28%. The GST Council has removed the 12% and 28% tax slabs. Therefore, now the goods and services will be taxed at 5% and 18%. Let us take a look at some key recommendations made by the GST Council at the 56th GST Council Meeting on September 3, 2025.
The GST council in the GST meeting decided to levy GST on the Retail Sale Price (RSP) and not on the transaction value of Pan Masala, Gutkha, Cigarettes, and Unmanufactured tobacco, Chewing tobacco as Zarda.
The GST Council has recommended that the revised GST rates on services and on most goods (excluding pan masala, gutkha, cigarettes, and other tobacco products) will be implemented from 22nd September 2025. The tobacco products will continue at the current GST rates until the loan and interest payment dues under the compensation cess are cleared. The actual date for the rate change on these items will be decided later by the Finance Minister.
