CBI arrests Ex-Director of ECL and Ex-Inspector of CISF in Coal Scam The Central Bureau of Investigation(CBI) has arrested then Director (Technical) Operation ECL and then Inspector, CISF Seetalpur Unit, ECL in an on-going investigation of a case. A chargesheet was previously filed on 19.07.2022 before the Competent Court, Asansol, District-Paschim Vardhman (West Bengal) against 41 defendants, including then General Managers, then Chief Managers, then Security & other officers of ECL and private people & private organisations. The inquiry was still ongoing. A case was registered on 27.11.2020 on the allegations that a private person, public servants of ECL including security personnel, and unknown officials including of CISF, Railway, other departments, and unknown others entered into conspiracy during May, 2020 & onwards, and in pursuance of the said conspiracy, they fraudulently misappropriated coal from the coal reserve of ECL leasehold areas and also from the coal stock stacked in the Railway sidings for sale and supply. It was also alleged that the accused had obtained an unfair advantage in the form of a large and consistent cash bribe from the said private person and facilitated the misappropriation of coal from the ECL leasehold area and corresponding railway siding, thereby providing undue protection and patronage to the illegal coal syndicate run by the said private person. CBI has also conducted searches at the accused's homes in West Bengal, Jharkhand, Bihar, and Uttar Pradesh, among other areas. During the course of the inquiry, the involvement of the arrested accused was revealed, who reportedly got an unfair advantage in the form of a large sum of money as a bribe from a co-accused (private person) and aided the stealing of coal from the ECL leasehold area and related railway siding. It was also claimed that the accused provided excessive protection and favour to another accused's illicit coal syndicate. The arrested accused will be produced tomorrow before the Competent Court at Asansol (West Bengal).
