• Holding posts in Level-13 in the pay matrix on a regular basis in the parent cadre or department OR
• The candidate should have 05 years of regular service in posts in Level- 12 in the pay matrix rendered after appointment thereto on regular basis in the parent cadre/department.

For Regional Commissioner-I-

• Officers under the Central/State Government Universities/Recognised Research Institutions/PSUs Autonomous or Statutory Organisations-
• Holding posts in Level-12 in the pay matrix on a regular basis in the parent cadre or department OR
• The candidate should have 05 years of regular service in posts in Level-11 in a pay matrix rendered after appointment thereto on a regular basis in the parent cadre/department.
