Empanelment of CA Firm for Internal Audit of Jharkhand Bijli Vitran Nigam Limited

The Jharkhand Bijli Vitran Nigam limited or JBVNL, through Government of Jharkhand(hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a loan (hereinafter called [ “loan”] toward the cost of Jharkhand Power System Improvement Project. JBVNL intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. Payments by the Bank will be made only at the request of the JBVNL and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the loan agreement. The loan agreement prohibits a withdrawal from the loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Borrower shall derive any rights from the loan agreement or have any claims to the proceeds of the loan.

The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): Internal Audit of Jharkhand Power Systems Improvement Project from FY 2017-18 to FY2021-22. More details on the Services are provided in the Terms of Reference (Section 7).

A firm will be selected under Quality and Cost Based Selection (QCBS) and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the policies of the Bank detailed in the Bank’s “Regulations for IPF Borrowers” dated 1st July, 2016, revised August 2018 (“Procurement Regulations”) which can be found at the following website: www.worldbank.org.

Eligibility:

1. The Bank permits consultants (individuals and firms, including Joint Ventures and their individual members) from all countries to offer consulting services for Bank-financed projects.

2. Furthermore, it is the Consultant’s responsibility to ensure that its Experts, joint venture members, Sub-consultants, agents (declared or not), sub-contractors, service providers, suppliers and/or their employees meet the eligibility requirements as established by the Bank in the Applicable Regulations.
