Empanelment of CA Firm for Internal Audit of Rajasthan State Health Assurance Agency

1. Rajasthan State Health Assurance Agency, Jaipur invites Technical & Financial Bids through e-Bid for Hiring of Services of Chartered Accountants.

2. The bidder should submit the proposal only in electronic form at http://eproc.rajasthan.gov.in as prescribed in this bid document. The first part will consist of technical proposal and the second part will consist of financial proposal.

3. Bidders should go through the website http://eproc.rajasthan.gov.in and the link “help for contractors” , ” information about DSC”, “FAQs'” and bidders manual kit” to know the process for submitting the electronic bids at website. The complete bid docun1ent has been published on the websitehttp://eproc.rajasthan.gov. in, http:/ /sppp.raj as than. gov. in, http://www.rajswasthya.nic.in and for the purpose of downloading. The downloaded bid document shall be considered valid for participation in the bid process subject to submission of required cost of bid document of Rs. 500 + 18%OST Total Rs. 590/-(Five hundred Ninety only) and 2% Bid security in the form of D.D./B.C. in the favour of CEO, RSHAA payable at Jaipur and e-Tendering processing fee Rs. 500 + 18% GST Total Rs. 590/-(Five hundred Ninety only) in the favour of MD, RISL payable at Jaipur. Bid security, e-Bid processing fee and cost of bid document must be submitted before last date and time of submission of bid, failing which the bid will be summarily rejected. All the communications/correspondences including the bid document should be physically/signed, stamped on each page and also signed digitally by the designated authorized representative of the bidder.

4. Bidders have to submit the original Demand Draft/ Banker Cheque of Bid Document fee, and e-Processing Fees along with Bid security upto 3.00 PM on date 04-02-2022. If any bidder fails to submit the same, the technical and financial bid of the bidder shall not be opened. The DD/BC should be of National or scheduled bank drawn in, Jaipur.

5. Bidders need to have a digital signatures issued by a licensed Certifying Authority for e- Tendering Portal.

6. The Technical Bid will be opened on the specified date & time in presence of Bidders or their authorized representative who chooses to attend. In the event of the date specified for bid receipt and opening being declared as a government holiday the due date for opening of bids will be the following working day at the appointed times.

Eligibility criteria

Eligibility criteria Pre Qualification for Appointment of Internal Auditor :-

1. Registration of Practicing Chartered Accountants/ CA firms should be at least 5 years (i.e. should have completed 5 years as on or before 01.04.2021)

2. Professional experience of Practicing Chartered Accountants/CA firms in Government Departments/PSU’s/ Autonomous bodies should be at least 3 years (i.e. 3 years as on or before O 1.04.2021).

3. Preference will be given to the local Practicing Chartered Accountants / CA firms.

4. The Practicing Chartered Accountants/CA firms should have adequate Fellow Chartered Accountants.

5. All the participants Practicing Chartered Accountants / CA firms have to submit their IT Returns for last 3 years based on financial results.

Terms and Condition

1. Tender shall be submitted through e-procurement portal only.

2. The Earnest money and cost of Tender Document shall be accepted through DD/Banker cheque in favor of RSHAA, Jaipur.

3. The work of Internal Audit shall be completed as per details tender.

4. Conditional Tender and casual letters sent by the Practicing Chartered Accountants/CA firms will not be accepted.

5. Tenderer are requested to read the instruction in the Tender Document before submitted the EOI.

8. Prescribe time is essential for completion of firm audit work. Therefore, CA has to ensure the audit work is in scheduled time.

9. Interested Practicing Chartered Accountants / CA firms has to ensure that they are not doing any consultancy work of RSHAA.

10. Division wise selection of Practicing Chartered Accountants / CA firms shall be based upon their eligibility criteria and selection criteria RSHAA has full right to select and reject any of the Tender. RSHAA reserve and right to assign and audit work of more than one group
