Empanelment of CA Firm for Internal Audit of Uttar Pradesh Public Works Department

HIRING OF FIRM TO CONDUCT INTERNAL AUDIT OF THE WORLD BANK ASSISTED UTTAR PRADESH CORE ROAD NETWORK DEVELOPMENT PROJECT (UPCRNDP)

1. The Government of Uttar Pradesh through Government of INDIA (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD)(the “Bank”) in the form of “loan” (hereinafter called “loan” toward the cost of Uttar Pradesh Core Road Network Development Project (UPCRNDP). The Uttar Pradesh Public Works Department (UPPWD), an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. The payment by the Bank will be made only at the request of the UPPWD and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the loan agreement. The loan agreement prohibits a withdrawal from the loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Borrower shall derive any rights from the loan agreement or have any claims to the proceeds of the loan.

The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): HIRING OF FIRM TO CONDUCT INTERNAL AUDIT OF THE WORLD BANK ASSISTED UTTAR PRADESH CORE ROAD NETWORK DEVELOPMENT PROJECT (UPCRNDP). More details on the Services are provided in the Terms of Reference (Section 7).

3. This Request for Proposals (RFP) has been addressed to the following shortlisted Consultants:

5. A firm will be selected under Quality and Cost based Selection (QCBS) procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the policies of the Bank detailed in the Consultants’ Guidelines which can be found at the following website: www.worldbank.org/procure.

(a) That you have received the Letter of Invitation; and

(b) Whether you intend to submit a proposal alone or intend to enhance your experience by requesting permission to associate with other firm(s) (if permissible under Section 2, Instructions t0 Consultants (ITC), Data Sheet 14.1.1).

7. Attention is drawn to the Procurement Regulation the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice. using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.

8. Details on the proposal’s submission date, time and address are provided in Clauses l 7.7 and 17.9 of the ITC.

Eligibility

1. The Bank permits consultants (individuals and firms, including Joint Ventures and their individual members) from all countries to offer consulting services for Bank-financed projects.

2.  Furthermore, it is the Consultant’s responsibility to ensure that its Experts, joint venture members, Sub consultants, agents (declared or not), sub-contractors, service providers, suppliers and/or their employees meet the  eligibility requirements as established by the Bank in the applicable Procurement Regulations.
