National Highways Infra Investment Managers Private Limited is inviting for (“RFP”) for Tax Consultant for National Highways Infra Projects Private Limited (NHIPPL). National Highways Infra Investment Managers Private Limited is popularly known as NHAI.

On behalf of itself, National Highways Infra Trust (hereinafter referred to as “NHIT” or “InvIT”), and National Highways Infra Projects Private Limited (hereinafter referred to as “NHIPPL”), the National Highways Infra Investment Managers Private Limited (hereinafter referred to as “NHIIMPL”) invites bids from reputable parties for the selection of Tax Consultant for NHIPPL, NHIIMPL, and NHIT.

Tax Consultants will be chosen using the Quality and Cost-Based Selection Method outlined in this RFP and according to InvIT’s policies.

The Tax Consultant would be employed for a two-year period at first.

Scope of Work for the Assistance in relation to direct tax compliances to NHIIMPL, NHIT and NHIPPL as applicable

• Assistance in preparation and filing of ITR
• Assistance in review of quarterly advance tax computation
• Assistance in compliance with withholding tax requirements on distributions to unit holders
• Advisory services
• Assistance in tax and appellate proceedings of NHIIMPL, NHIT and NHIPPL
• Representation before Revenue Authorities

1. Last date for receiving queries from bidders: 14 June 2022 up to 15:00 Hrs

• Pre-bid queries No pre-bid meeting. The bidders have to submit their queries through email which will be replied at NHAI InvIT website/through email.

2. NHIIMPL’s response to queries latest by: 17 June 2022 up to 15:00 Hrs

3. Bid due date (Last date for bid submission): 22 June 2022 up to 15:00 Hrs

4. Opening of Technical bids: At 17:00 Hrs on 22 June 2022 at NHIIMPL Office, New Delhi

5. Opening of Financial bids: Will be intimated later

6. Letter of Award (LOA): Will be intimated later

7. Validity of proposals: 120 days from Bid Due Date

Eligibility Criteria

• During the last three financial years ending 31/03/2019, 31/03/2020, and 31/03/2021, the bidder must have had an average annual turnover of Rs. 500 crore.
• A minimum of ten certified professionals with at least two years of experience providing services to a Miniratna, Navratna, or Maharatna PSU.
• A minimum of 50 full-time qualified tax experts must be on the Bidder’s payroll.
• A minimum of 25 people meet the criteria for being an authorized representative under clauses (iv) or (v) of sub-section (2) of section 288 of the Income-tax Act of 1961.
• At least one assignment in income-tax advisory in successful InvIT or REIT transactions in India or (ii) tax compliance services for InvIT or REIT in India should be completed by the Bidder. Each of I and (ii) would be treated as a separate task.
• At least one assignment experience for an InvIT with at least two years of experience is required for the team leader/member.
• At least two team members must have a minimum of seven years of tax consulting experience and must have completed at least two assignments in direct and indirect tax advisory in road infrastructure BOT/TOT/HAM projects in the previous three years.
