Government has made some changes in the forms of Annual Return (GSTR-9) and the Reconciliation Statement (GSTR-9C) vide Notification No. 56/2019 dated 14.11.2019.
As per announcement dated 28/11/2019 for GSTR-9C, some changes are required in the offline tool and online which is under development.
Earlier this tool was supposed to be made available from 10/12/2019.
Then revised announcement was made that the offline tool and online which is under development and is likely to made available by 14th December, 2019.
This was again been deferred to 17th Dec 19
Now this has again been deferred to 21st Dec 19.

Taxpayers and professionals find it difficult to file theses statement if it will be available late since the due date for filing is 31.12.2019 and till now it is not been made available for the filing.
Government is considering the another extension for GSTR 9 and GSTR 9C from 31.12.2019 to 31.01.2020 in view of delay in making utility available for filing GSTR 9c for FY 2017-18.
