The Reserve Bank of India (RBI) has introduced a new Export Declaration Form (EDF) framework, under which significant relief has been granted to freelancers and small exporters.

The apex bank has recently released a clarification relevant to individuals who render services outside India, such as freelancers, content creators, YouTubers, influencers, consultants, tutors, small software service providers, and other independent professionals.

According to the clarification, individuals who provide services to overseas clients, such as online tutoring or small software services, will not be required to report under the new EDF rules, irrespective of the amount involved. This provides significant relief to freelancers who regularly receive payments from foreign clients but do not operate as traditional exporters.

The RBI has also clarified the reporting requirement for exporters. For exports that fall within the specified threshold, a self-declaration will be sufficient for bills of up to Rs 10 lakh each. Importantly, the Rs 10 lakh limit applies per bill and not annually. Therefore, the threshold is not a cumulative yearly limit for an exporter.

The clarification is expected to simplify foreign exchange compliance for small exporters and independent professionals dealing with overseas customers. It reduces the reporting burden for eligible freelancers while providing a simpler declaration mechanism for smaller export transactions.

As per the sources, the Reserve Bank is soon anticipated to release detailed frequently asked questions (FAQs) on the revised EDF requirements, which is likely to provide further clarity on the applicability of the rules and reporting requirements for different categories of exporters and service providers.
