Shri S.S. Dubey took charge as the Controller General of Accounts (CGA). Shri Dubey is the 28th Controller General of Accounts (CGA), Ministry of Finance, Government of India.
With effect from March 6, 2023, the Indian government has selected Shri Dubey, an Indian Civil Accounts Service (ICAS) official from the 1989 batch, as the Controller General of Accounts (CGA). Shri Dubey served as the Public Financial Management System’s Assistant Controller General of Accounts before taking over as the CGA (PFMS).
Shri Dubey has held positions as Chief Controller of Accounts in the Ministries of Housing and Urban Affairs, Industrial Policy and Promotion, and Supply, as well as Controller or Deputy Controller of Accounts in the Ministries of Environment and Forest, External Affairs, Revenue, and Supply. He was responsible for budgeting, accounting, payment, internal audit, and other duties. He has held the positions of Chief Accounts Officer and Financial Advisor at Bank Note Press in Dewas.
Shri Dubey served as Joint Secretary and Financial Advisor to the Ministries of Housing & Urban Affairs and Development of the North Eastern Region while on deputation from the Central Government. He oversaw the Targeted Public Distribution System (PDS) and the CWC while serving as the Ministry of Food, Consumer Affairs, and Public Distribution’s deputy secretary and director (PSU).
Shri Dubey served as a director on the boards of public sector organisations such as Engineering Projects India Ltd., NBCC, HUDCO, and metro rail corporations in numerous states, all of which were nominated by the Government of India.
Besides, serving Government of India, Shri Dubey also has international experience of five years in United Nations, where he worked as Head of Procurement and Logistics, United Nations World Food Programme, New Delhi.
Controller General of Accounts (CGA) is ‘the Principal Advisor’ on Accounting matters to the Union Government. CGA is responsible for establishing and managing a technically sound Management Accounting System and preparation & submission of the accounts of the Union Government. CGA is also responsible for exchequer control and conduct of internal audits for the Central Government.
