Timely sending of Requests for Exchange of Information by field offices in time barring assessment cases
Just before the time barring deadline, the EOI Cell, FT & TR Division of CBDT receives a considerable number of Exchange of Information (EO1) requests in time barring assessment cases. As a result, it becomes more difficult to process and forward such petitions to the Foreign Competent Authorities in a timely manner (before the statute of limitations expires). Furthermore, many EOI requests are not properly worded and must be corrected by field officers to comply with international standards on information transmission.
As a result, you are required to instruct the officers involved to deliver any EOI requests in instances that will be time barred on March 31, 2021 to the EOI Cell, FT&TR Division, no later than February 28, 2021. Following that, EOI requests in such time-barring instances may be transmitted to the EOI Cell, FT&TR Division only with the agreement of the Pr.CCIT/CCIT (Central)/DGIT(Inv.) concerned, along with a letter stating the cause for the delay.
It is your responsibility to bring this to the attention of all officers.
