The National Highways Authority of India (NHAI) is seeking proposals for the engagement of a Chartered Accountant firm to conduct internal audits of ten NHAI SPVs for a three-year term, from FY 2022-23 to FY 2024-25.

The National Highways Authority of India (NHAI) is an autonomous government body in India that was founded in 1995 and is in charge of managing a network of over 50,000 km of National Highways out of a total of 1,32,499 km across the country.

Date of Uploading: 24th May 2022

Bid due date ( last date for bid submission): 21st June 2022 up to 15:00 Hrs

Opening of Technical bids: 22nd June 2022 up to 15:00 Hrs

Opening Of Financial Bids: Will be intimated by mail to the responsible bidders.

Letter Of Award (LOA): Within 15 days from the date of opening of the Financial Bids subject to evaluation as per RFP.

Validity of proposals: 20 days from Bid Due Date.

  2. Mumbai-JNPT Port Road Company Limited. (Quarterly Audit)
  3. Mormugao Port Road Company Limited. (Quarterly Audit)
  4. New Mangalore Port Road Company Limited. (Quarterly Audit)
  5. Paradip Port Road Company Limited. (Quarterly Audit)
  6. Calcatta-Haldia Port Road Company Limited. (Quarterly Audit)
  7. Chennai-Ennore Port Road Company Limited. (Quarterly Audit)
  8. Vishakhapatnam Port Road Company Limited. (Quarterly Audit)
  9. Tuticorin Port Road Company Limited. (Quarterly Audit)
  10. Ahmedabad Vadodara Expressway Company Limited. (Quarterly Audit)
  11. The RFP is available on the NHAI website as well as the NIC’s Central Public Procurement Portal (CPPP), which can be found at http://etenders.gov.in.

To participate in the Authority’s e-tendering process, all Bidders must have a Class-III Digital Signature Certificate and encryption component (in the name of the person who will sign the Bid) from any licensed Certifying Agency (Bidders can see a list of licensed Certifying Agencies at www.cca.gov.in).

To participate in the e-bid submission, Bidders must have a user identification number and password (together referred to as the “ID and Password”), which must be obtained in the Bidder’s own name by enrolling on NIC’s Central Public Procurement Portal (CPPP), ie http://etenders.gov.in. It is not necessary to pay to register.

Bidders will have until 11:00 a.m. on the Bid Due Date to download bid documents. Even if the Bid due date falls on a Saturday, Sunday, or Holiday, the Bid downloading function on the e-tendering portal will be available.

Bid materials, including the bidding procedure and contract terms and conditions, can be seen and downloaded for free via the NIC’s e-tender portal etenders.gov.in or nhai.org.

Bid papers can be acquired through the NIC’s e-tender portal (https://etenders.gov.in) or the NHAI’s website (www.nhai.org).

Eligibility Criteria

  • The Applicant Chartered Accountant Firm should be on the NHAI’s list of empaneled Chartered Accountant Businesses with a head office in Delhi, as well as existing firms that are consultants or auditors for SPV Companies.
  • The last three years’ average annual turnover should be at least Rs.1.5 crore.
  • The applicant firm should have a minimum of ten years of experience. The deadline for determining the experience will be March 31, 2022. (A documented proof must be attached.)
  • A minimum of three partners should be present in the applicant’s Chartered Accountant firm. (A documented proof must be attached.)
  • During the previous five (05) years, the applicant shall not have been barred from doing business by any PSU or government department. In this case, a self-declaration is required.
  • During the previous five years, the applicant should not have been reprimanded by the ICAI or any other government authority in any disciplinary proceedings. A self-declaration in this regard is required.
