Goa Chief Minister Pramod Sawant has been appointed as the convenor of the Group of Ministers (GoM) for GST revenue analysis, officials announced on Tuesday.

The GST Council voted at its 55th meeting, held on December 21, 2024, at Jaisalmer, Rajasthan, to reconstitute the GoM on Analysis of Revenue from GST with new terms of reference.

In a memorandum released on March 3, 2025, the Goods and Service Tax (GST) Council appointed Sawant as convenor.

The other members of the committee include Samrat Chaudhary (deputy chief minister of Bihar), Om Prakash Choudhary (Chhattisgarh finance minister), Kanubhai Desai (Gujarat finance and energy minister), Payyavula Keshav (Andhra Pradesh minister for finance, planning, commercial taxes and legislative), Ajit Pawar (Maharashtra Dy CM and finance minister), Harpal Singh Cheema (Punjab finance minister), Thangam Thennarasu (Tamil Nadu finance and human resources management minister) and Mallu Bhatti Vikramarka (Telangana finance and planning minister).

According to the memorandum, the GoM’s terms of reference include analysing income trends state-wise, as well as identifying revenue patterns across sectors and regions.

The GoM is tasked with reviewing revenue data from interstate outward supply, conducting sector-specific analyses, and identifying and recommending sector-specific concerns requiring policy intervention or enforcement measures.

The group is also tasked with analysing the impact of macroeconomic policy changes and sectoral/geographic considerations on GST revenue, as well as the unique issues that agrarian and smaller states confront.

It will also examine the implications of changes made to the GST Act and rules/notifications.

The GoM will also assess and recommend the harmonisation of anti-evasion, audit, and scrutiny tools developed by multiple agencies in order to build a unified enforcement and compliance platform.

The group is also tasked with recommending appropriate measures/policy interventions for course correction for revenue augmentation, particularly for states experiencing significant revenue shortfalls, according to the memorandum.
