MCA Issues Office Memorandum on Manpower Arrangement for Newly Created RD and ROC Offices
The Ministry of Corporate Affairs (MCA), Government of India, has recently issued an Office memorandum (A-11/1/2024-Ad’II-MCA), dated October 27, 2025, regarding the manpower arrangement for newly created Regional Director (RD) and Registrar of Companies (ROC) offices.
According to the circular, the Ministry of Corporate Affairs (MCA) has decided to create and reorganise several Regional Directorates (RDs) and Registrar of Companies (ROCs) offices across the nation. The purpose behind this action is to improve efficiency, curb workload, and ensure better regional coverage.
The circular says that the official Gazette Notification will soon be published to formally establish these offices and allocate their areas of jurisdiction. The MCA has made temporary arrangements until these offices are completely established and made functional. Hence, assigning existing RDs and ROCs to take additional charge of these new offices.

Since new offices do not have their own infrastructure, budgets and staff, the MCA has directed existing offices to manage their work temporarily.

Regional Directors (RDs) are authorised to utilise their delegated powers under paragraph 11 of the Transfer Policy to manage Junior Technical Staff (JTS), Senior Technical Staff (STS), and Group B staff in new offices or to ensure smooth functioning with the following manpower arrangements. In cases of manpower requirements, ROCs may request their respective RDs for assistance.
Any other related or follow-up action not specifically mentioned in the circular should be taken proactively by concerned offices (RDs, ROCs, or MCA sections) without waiting for formal approval.
