CBIC notifies Central Excise (Amendment) Rules 2024 The Central Board of Indirect Taxes and Customs (CBIC) has notified the Central Excise (Amendment) Rules 2024 via issuing a Notification. In a significant update, the Ministry of Finance issued a notification to amend important provisions of the Central Excise Rules, 2017. The changes are effective immediately and simplify business procedural requirements. The first proviso before the explanation in Rule 18 has been eliminated. This rule is largely concerned with refunds of duties paid on exported goods. The provision in Rule 19, which governs the removal of excisable goods without payment of duty for particular purposes, has likewise been removed. Text of the Notification read as follows: "In exercise of the powers conferred by section 37 of the Central Excise Act, 1944 (1 of 1944), the Central Government hereby makes the following rules to amend the Central Excise Rules, 2017. These rules may be called the Central Excise (Amendment) Rules, 2024. This notification shall come into force with immediate effect.

In the Central Excise Rules, 2017 (hereinafter referred to as the said Rules), in rule 18, before the explanation, the first proviso shall be omitted. In the said Rules, in rule 19, the proviso shall be omitted." These changes are intended to streamline compliance and remove procedural barriers for exporters and manufacturers.
