Custom: Govt Issues Circular on Submission of Applications Under MOOWR Scheme
The Central Board of Indirect Taxes & Customs (CBIC) under the Ministry of Finance, Government of India, has recently issued a circular (No. 18/2025-Customs) dated July 22, 2025. The circular is related to the submission of applications under the MOOWR Scheme.
Through the circular, the government is trying to catch the attention of all senior customs officers across the country to Circular No. 34/2019-Customs dated 01.10.2019, paragraph 16, that states that the CBIC has partnered with Invest India, a government body under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry. The purpose of this partnership was to create a dedicated online microsite for promoting the MOOWR scheme and helping investors apply easily. This microsite can be accessed online at https://www.investindia.gov.in/bonded-manufacturing.
This microsite also consists of a digitized (online) application system that allows an applicant to fill out an online application, upload all required documents there, and submit it online. This application form can also be printed out.
The Central Board of Indirect Taxes & Customs (CBIC), via this circular, is informing all the senior customs officers across the country that, as communicated by Invest India, this digitized (online) application system will no longer be available on this microsite for the purpose of submitting online applications.
Hence any business or applicant who wants to get a license under Section 58 of the Customs Act (this section deals with licensing a private warehouse) or get permission under Section 65 (which allows manufacturing and other operations inside the customs bonded warehouse) must now submit their applications for the same manually in the prescribed format directly to their jurisdictional Principal Commissioner or Commissioner of Customs.
All customs officers and field formations are instructed to take note of this important amendment and are also expected to inform and guide businesses/traders accordingly.
