DGFT Notifies Procedure for Registration Certificate for import of marble and Fresh Areca Nut from Bhutan

The Directorate General of Foreign Trade(DGFT) has notified Procedure for Registration Certificate for import of marble and Fresh Areca Nut from Bhutan without Minimum Import Price condition via issuing Public Notice.

The Public Notice stated, “In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy (2015-2020), the Director General of Foreign Trade hereby lays down the procedure for application for Registration Certificate (RC) for import of 10000 MT of marble under HS codes 2515 and 6802 from Bhutan without Minimum Import Price (MIP) as notified, vide Notification No. 60/2015-20 dated 15.03.2023. Further, the procedure earlier notified by the DGFT, vide Public Notice No. 25/2015-20 dated 28.09.2022, for import of Fresh (green) Areca Nut under ITC(HS) 0802 80 10 without MIP condition from Bhutan is also amended.”

The Amendment are as follows:

i. For the financial year 2023-24 onwards, a total of 17,000 MTs of Fresh (Green) Areca Nut under HS Code 08028010 and 10,000 MTs of Marble under HS Codes 2515 or 6802 may be imported without MIP from Bhutan;

ii. Before effecting any such imports without MIP from Bhutan, the Indian importer shall apply for a Registration Certificate on the DGFT Website by navigating to Home page -+Services -+ Import Management System -+ Apply for Registration Certificate for Imports

iii. Details of imports affected against any RC availed earlier shall be provided as part of the application;

iv. The maximum quantity cap for any single RC shall be fixed by this Directorate after due examination of the applications received;

v. RC shall be valid till the end of the financial year;

vi. Quarterly/half yearly review of the utilisaiton of RCs shall be undertaken in DGFT(Hqrs). RC holders are directed to provide statement of their imports and quantities for surrender, if any, by the end of each Quarter of the Financial Year (June/September/December/March). Such details should be submitted through email at: [email protected] and ddg1 [email protected]

vii. DGFT reserves the right to make any changes in the modalities/allocation process at any point of time, as deemed fit.

For the financial year 2023-24, the last date of filing of online application for RCs shall be 10th April, 2023. However, the last date for filing applications for annual allocation in the next financial year (2024-25) and in subsequent years shall be 28th February of the previous financial year.

Effect of this Public Notice:

Procedure for application/issuance of Registration Certificate for import of Marble under HS Codes 2515 or 6802 and Fresh (green) Areca Nut under ITC(HS) 08028010 without Minimum Import Price (MIP) condition from Bhutan have been specified.
