Government Confirms Anti-Dumping Duty on Linear Alkyl Benzene or LAB

The Ministry of Finance (Department of Revenue) released an official notification dated June 23, 2025, regarding the matter of “Linear Alkyl Benzene (LAB)” falling under tariff item 3817 00 11 of the First Schedule to the Customs Tariff Act, 1975 (51 of 1975), emerging from or exported from Iran and Qatar and imported into India. The Directorate General of Trade Remedies (DGTR) then performed a deep investigation regarding the matter and released its final findings via Notification No. 6/05/2024-DGTR, dated March 26, 2025, published in the Gazette of India, Extraordinary, Part I, section 1, stating:

  • The subject good, i.e., Linear Alkyl Benzene (LAB), has been exported to India below its normal value; the practice is called dumping.
  • This dumping of Linear Alkyl Benzene (LAB) has caused material injury to the domestic industry of India.
  • The landing price of imports of the subject good is even below its selling price set by the Indian domestic industries. Hence, this is decreasing the prices of the domestic industry.

Based on the performed investigation, DGTR suggested that the central government impose a final, or definitive, anti-dumping duty on imports of the subject good to avoid these unfair trade practices and support Indian producers.

In response to the suggestion by DGTR, the central government considers the served final findings and imposes anti-dumping duty on imports of Linear Alkyl Benzene (LAB) from Iran and Qatar for the period of five years (unless revoked, superseded, or amended earlier), under its exercise of powers offered under sub-sections (1) and (5) of section 9A of the Customs Tariff Act read with rules 18 and 20 of the Customs Tariff (Identification, Assessment, and Collection of Anti-dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995.
