India imposes five-year anti-dumping duties on Glufosinate and Sodium Citrate from China and Vietnam to safeguard domestic manufacturers.

India Slaps 5 Year ADD on Glufosinate and Sodium Citrate Imports from China and Vietnam

Government of India has decided to impose anti-dumping duty on imports of Glufosinate and its salt from China and Sodium Citrate from China and Vietnam. The duties shall be effective for a period of five years from May 9, 2025, subject to official notifications, unless cancelled or modified in advance.

The Central Board of Indirect Taxes and Customs (CBIC) also issued notifications 09/2025-Customs (ADD) and 10/2025-Customs (ADD), making this official. It followed the final recommendation that had been given by the Directorate General of Trade Remedies (DGTR), which established that both of these goods were dumped in the Indian market at rates well below their normal values in the home country.

In the case of Glufosinate and its salt, which are classified under tariff items 3808 91 93, 3808 91 99, 3808 93 91, 3808 93 99, 3808 99 12, 3808 99 91, and 3808 99 99, the DGTR held that such imports have resulted in material injury to the domestic industry. The inquiry discovered that dumped imports have resulted in lower prices in the domestic market and negatively affected the Indian manufacturers’ market share. Therefore, an anti-dumping duty of USD 2998 per metric tonne has been levied on Glufosinate and its salt imported from China irrespective of the export or country of origin.

For Sodium Citrate falling under tariff code 2918 15 20, the DGTR conducted a sunset review of the duties that were first levied in May 2020. The review determined that dumping continued and reported a high probability of repetitive injury to Indian manufacturers if the duties were removed. According to this evaluation, anti-dumping duties on Chinese and Vietnamese imports of Sodium Citrate will continue for a further five years.

These duties are to be remitted in Indian currency. The exchange rate to be used for determining the duties will be the rate which is notified by the Ministry of Finance under Section 14 of the Customs Act, 1962. The date to be used for determining this will be the date when the bill of entry is submitted under Section 46 of the said Act.

This measure aims to provide a level playing field for domestic manufacturers and protect them from unfair trade practices through continued vigilance and regulation.
