Ministry of Communication Recruitment 2023: The Ministry of Communications, Government of India, has released an advertisement dated 19th April 2023, calling for Young Professionals to work with the Department of Telecommunications (DoT). The Department aims to engage passionate individuals in various programs and activities, including public outreach and communication, research, and development (R&D) planning and development, public policy, project management, and more. Young Professionals (YPs) will be responsible for project assignments relevant to the Department and will require commitment and perseverance on a full-time basis during the contracted period of engagement. As per the Ministry of Communication Recruitment 2023 official notification, the Scheme’s objective is to strengthen program monitoring, organizational capacity, scheme formulation, evaluation, and analysis.
The DoT has opened thirty (30) Young Professional positions in four categories – Category A (22), Category B (2), Category C (3), and Category D (3). These positions are contract-based and will be engaged through open market methods. As per the Ministry of Communication Recruitment 2023 official notification, the age limit for candidates is below 32 years of age as of the notification’s issue date. As per the Ministry of Communication Recruitment 2023 official notification, the initial contract period is for one year, which may be extended for another term by mutual consent. The engagement for the contractual period is full-time, and physical presence in the office on all working days is mandatory. The remuneration for the position is Rs. 70,000/- per month, subject to tax deductions. The education qualifications for each category have been listed, including essential and desirable qualifications, such as a degree in engineering, law, MBA, PG in economics/statistics, and specialized knowledge in areas like cyber security, artificial intelligence, quantum computing, IoT, data analytics, and more.

As per the Ministry of Communication Recruitment 2023 official notification, the age limit for candidates engaging in a contract-based open market method is 32 years or younger as of the date of the notification.
This means that only individuals who are 32 years of age or younger at the time of the notification are eligible to apply for the contract-based open market engagement. Candidates who are above 32 years of age are not eligible for this opportunity.
As per the Ministry of Communication Recruitment 2023 official notification, the remuneration for this position is Rs 70,000/- per month. However, this amount is subject to a deduction of tax at the source. Additionally, the candidate will need to work satisfactorily on all working days during the month to receive the full remuneration.
As per the Ministry of Communication Recruitment 2023 official notification, the education qualifications for each category are as follows:
Category A: Candidates must have a Degree/PG in Engineering (Electronics & Communications/CS/IT) with specialized knowledge in Cyber Security/Artificial Intelligence/Quantum Computing/IoT/any other areas of topical relevance to the Department for current engagement. Desirable qualifications/preferred experience include knowledge of LAMP Stack Development and DRUPAL/WordPress CMS, experience in the quantum cryptography field, experience in IP networking and IP addressing, and proficiency in MySQL and website development.
Note: 3-4 posts in this category are proposed to be filled with candidates having the following qualifications: Bachelor’s Degree in Computer Science/IT/MCA.
Category B: Candidates must have an MBA/CA/ICWA/CFA. Desirable qualifications/preferred experience include thorough knowledge of Company Accounts, Company laws, Company mergers and demergers, laws/procedures related to Land procurements/hiving off, and thorough knowledge of Asset Management frameworks.
Category C: Candidates must have a Degree/PG in LAW with domain knowledge in required areas. Desirable qualifications/preferred experience include a thorough knowledge of the Indian Contracts Act, The Insolvency and Bankruptcy Code 2016, Companies Act 2013, knowledge about legal implications in the Conformity assessment field, good analytical skills, and good reporting skills.
Category D: Candidates must have a PG in Economics/Statistics or MBA with a specialization in Operations Research. Desirable qualifications/preferred experience include at least 60% marks in Graduation/PG, experience in designing and developing of websites/web portals and hosting on NIC cloud, managing Information Security: knowledge of implementing latest security features in IT infrastructure and websites/web portals, installing and configuring Networks, ability to troubleshoot hardware, software, and network related problems, mobile tech, AI/ML, Internet of Things, Cyber Security, Data Analytics, Optical & data communication, AI & Cloud, and specialized knowledge in cyber security/computer networking and security/any other relevant areas. The preliminary idea of Satellite Communication Engineering, high-frequency antenna structure and radiation pattern, Radio Frequency Link budget calculation, and new emergent technologies in Space-to-Earth communications systems.
Candidates must have a minimum of one (01) year of experience in Government, reputed Organizations, and Research Organizations. Preference will be given to persons with work experience in the field of Telecommunications supported by published work/policy papers appraisal/monitoring of projects & schemes etc. The experience of internship/training will not be considered.
Young Professionals will be required to provide high-quality and time-bound inputs in disciplines like Telecommunications/Economics/Finance/Engineering & Technology/Data Analysis/Project Management/Start Up/Innovation etc. This would require a demonstration of proven academic credentials, professional achievements, and leadership qualities on the part of the aspirants.

The date of issue of the notification will be considered as the relevant date for counting age, qualifications, and experience.
