Ministry of Defence Recruitment 2022: The Union Public Service Commission (UPSC) has invited Applications from Experienced Competent Candidates duly meeting Eligibility in reference to the Post of Senior Scientific Assistant (Computer) in the Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Integrated Head-Quarters Ministry of Defence mentioned in the UPSC issued Ministry of Defence Recruitment Notification 2022.

Among the Eligible Applicants, those who deem to have satisfied the Eligibility Criteria in respect of Senior Scientific Assistant (Computer) post under the Directorate General of Aeronautical Quality Assurance, and intend to submit respective Candidacy for General Central Service, Group ‘B’, Gazetted, Non-Ministerial Post, may proceed with the Online Registered Application (ORA) Process.

Posting Location: The DGA-QA Service has All India Service Liability (AISL) Clause. Thusly, the Candidates are likely be posted at the Stations where Vacancies exist throughout India.

Pay Scale: Level- 07 in the Pay Matrix (Rs.44900 to Rs.142400) Per Month as mentioned in Ministry of Defence Recruitment 2022.

Selection Process: Personal Interview

Upper Age Limits (As on 15.12.2022): The General Merit Candidate should be Maximum 30 Years. Not exceeding 33 Years for Scheduled Castes. Age is Relaxable for the Regularly Appointed Central/Union Territory Government Servants up to 05 Years as per the Government of India-issued Instructions/Orders from time to time. For Concessions in Age Applicable to other categories of Applicants, ‘Instructions and Additional Information for Candidates in respect of Recruitment by Selection are available for viewing.

As regards Ex-Servicemen and Commissioned Officers including ECOs/SSCOs shall be Upper Age is relaxable by 05-years subject to the condition that on the closing date for receipt of Applications the continuous Service rendered in the Armed Forces by an Ex-Serviceman is Minimum 06 (Six) Months Post-attestation. This Upper Age relaxation is also available to ECOs/SSCOs who have completed their Initial Period of Assignment of 05 (Five) Years of Military Service and whose Assignment has been extended beyond Five Years as on the End Date of Online Registration of Application and in whose case the Ministry of Defence issues Certificates that they will be released within 3 Months on Selection from the date of Receipt of Offer of Appointment. The Candidates claiming Age relaxation under this Para would need to submit/produce a Certificate in the prescribed Proforma to the Union Public Service Commission.

With the aim of qualifying for the Concession under (a) above, the Candidates Concerned would need to submit/produce a Certificate issued by the Government of India that they have been relieved from the Defence Forces. The Certificate for Ex-Service-Men and Commissioned Officers including the ECOs/SSCOs should be signed by the Appropriate Authority/ies specified hereunder and should also
specify the Service Tenure in the Defence Forces:

1) In respect of the Commissioned Officers including the ECOs/SSCOs:

A) Indian Army: Directorate of Personnel Service, Army Headquarters, New Delhi.

B) Indian Navy: Directorate of Personnel Services Naval Headquarters, New Delhi.

C) Indian Air Force: Directorate of Personnel Services, Air Headquarters, New Delhi.

2) In regards to the JCOs/ORs and Equivalent of the Indian Navy and Indian Air Forces:

Indian Army: By various Regimental Record Offices.

Indian Navy: Naval Records, Mumbai

Indian Air Force: Air Force Records, New Delhi.

Essential Eligibility: The Applicant should have in possession the following Essential Eligibility Criteria.

Educational Qualification(s):  A Bachelor’s Degree in Computer Engineering/Technology/Information Technology from any Government of India duly recognized University with 01 Year’s Experience in the relevant field (i.e., Computer from any of the Government of India Duly Recognized Organisations); Or

Master’s Degree in Computer Science from any Government of India duly recognized University; Or

Desirable: Associate Member of the Institute of Engineers (AMIE) with 01 Year’s Experience in the relevant field (i.e. Computer from any of the Government of India duly recognized Organizations). (Only such Students who were enrolled with the Institutions with Permanent Recognition up to 31.05.2013 remain Eligible to be Applicants)

Note: i) The Term “Duly Recognized Organization” for 01 Year’s Essential Experience in the relevant Field, i.e., Computer shall include the Offices of the Central Government/State Government/ Union Territories/Public Sector Undertakings/Semi-Government/ Statutory Organization/Autonomous Organisation and the Companies Duly Registered under the Companies Act 2013.

Note 1: The Fore-stated Qualifications are Relaxable at UPSC’s discretion in case of the Candidates, otherwise, well-qualified.

Note 2: The Candidate’s Qualification(s) about the Experience is /are relaxable at the discretion of the UPSC, for reasons to be recorded in writing in the case of those belonging to the Scheduled Caste Community, if at any stage of selection, the UPSC is of the opinion that the sufficient number of the candidates from this Community having the Requisite Experience are Unlikely to be available for filling up the vacancies reserved for them.

Selection Procedure for Ministry of Defence Recruitment 2022:

Note-II: In the event of Applications received in a large numbers submitted by the Applicants/Candidates, the Union Public Service Commission will adopt the Shortlisting Criteria in order to restrict the number of Eligible Candidates to be called for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:

a) “On the basis of Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) if more than one Desirable Qualification is prescribed”.

b) On the basis of Higher Educational Qualifications than the Minimum Prescribed in the Advertisement.

c) On the basis of Higher Experience in the relevant field than the Minimum Prescribed in the Advertisement.

d) By counting the Prior Professional Work-Experience before or Post-acquiring Essential Qualifications.

e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).

f) By holding a Recruitment Test (RT).

Therefore the Candidate should mention all His or Her Qualifications and Experience in the relevant Field over and above the Minimum Qualifications.

Note-III: Important Points:

Personality Test / Viva-voce carries Total 100 Marks explained as hereunder:

i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is made only through an Interview or by Recruitment Test (RT) followed by the Interview, shall remain:

a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks. b) Economically Weaker Sections 50 Marks. c) Other Backward Community: 45 Marks, c) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability (PwBD): 40 Marks.

ii) In cases where Selection is made by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to achieve the Minimum Level of Suitability in their respective Categories at the Interview Stage.

Ministry of Defence Recruitment 2022: Application Fee and Payment Mode:

a) The Candidates shall need to pay an Application Fee of Rs. 25.00 (Rupees Twenty-five only) only either by remitting the Money in any Branch of the State Bank of India through Payment Gateway in Cash or by using the Net-banking Facility of the State Bank of India or by using Visa/Master Credit/Debit Card or RuPay Card as is informed in the UPSC notified Ministry of Defence Recruitment Advertisement 2022.

b) Reserved Community (SC/ST/PwBD) and Women Candidates under any Community remain Exempt from paying the Application Fee.
