According to the official notification of the Ministry of Rural Development Recruitment 2023 is seeking applications for the posts of Director (Project/Technical), Joint Director (Project/Technical), and Deputy Director (Finance and Administration) on a deputation and contract basis. • The candidate should have a degree in civil engineering from a recognized institution or university. The person holding a doctorate or postgraduate degree in civil engineering or an equivalent degree with a specialization in the related areas of civil engineering works in road construction will be preferred.

For Joint Director (Project/Technical):

• The candidate should have a degree in civil engineering from a recognized institution or university. Persons holding a postgraduate degree or above in Highway Engineering, Transportation Engineering, or Civil Engineering with a specialization in the related areas of civil engineering works in road construction will be preferred.

For Deputy Director (Finance and Administration):

• The candidate should have a graduate degree, preferably a postgraduate degree in humanities, commerce, or business administration.

For Director (Project/Technical) on a deputation basis:

Candidates should hold regular posts in scale(s) as per the criteria given below in Central/State Government, PSUs or Autonomous Bodies:

• Analogous post in Level 14 of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Rs 10,000 Grade Pay) OR
• Post of Chief Engineer or equivalent in Level 13A as per 7th CPC Pay Matrix (pre-revised Pay Band-4 with Grade Pay Rs. 8,900) Or Associate Professor of Indian Universities or Institutes in Academic Level 13A in the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Academic Grade Pay Rs. 9,000) with minimum two years regular service in the grade. OR
• Post of Superintending Engineer or equivalent in Level 13 of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Grade Pay Rs. 8700) with a minimum of 4 years of regular service in the grade

For Director (Project/Technical) on Contract Basis:

• Candidate should have retired from Central/State Government, PSU, or autonomous bodies at the level of CE or retired as SE with a minimum of 4 years of service.

For Joint Director (Project/Technical) on a deputation basis:

Candidates should hold regular posts in scale(s) as per the criteria given below in Central/State Government, PSUs or Autonomous Bodies:

• Analogous post in Level 13A of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Rs 8,900 Grade Pay) OR
• Post of Superintending Engineer or equivalent in Level 12 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 7600) with a minimum of 4 years of regular service in the grade OR
• Post of Executive Engineer (EE) or equivalent in Level 11 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 6600) with a minimum of 7 years of regular service in the grade

For Joint Director (Project/Technical) on a contract basis:

Candidates retired in scale (s) as per the criteria given below in Central/State Governments, PSUs / Autonomous Bodies:

• In Level 13A of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Rs 8,900 Grade Pay), OR
• Post of Superintending Engineer or equivalent in Level 13 of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Grade Pay Rs. 8700) with a minimum of 2 years of regular service in the grade. OR
• Post of Superintending Engineer or equivalent in Level 12 of 7th CPC Pay Matrix (pre-revisedPay Band-3 with Grade Pay Rs. 7600) with a minimum of 4 years of regular service in the grade. OR
• Post of Executive Engineer (EE) or equivalent in Level 11 of 7th CPC Pay Matrix (pre-revisedPay Band-3 with Grade Pay Rs. 6600) with a minimum of 7 years of regular service in the grade.

For Deputy Director (Finance and Administration):

Candidates should hold regular posts in scale(s) as per the criteria given below in Central/State Government, PSUs / Autonomous Bodies:

• Analogous post in Level 12 of the 7th CPC Pay Matrix (pre-revised Pay Band- 3 with Rs 7,600 Grade Pay). OR
• Post of Under Secretary or equivalent in Level 11 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 6600) with a minimum of 3 years of regular service in the grade OR
• Post of Assistant Director or equivalent in Level 10 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 5400) with a minimum of 5 years of regular service in the grade.

As stated in the official notification of the Ministry of Rural Development Recruitment 2023, the candidate age limits are listed below:

Director (Deputation Basis)

• The candidate’s maximum age should not be above 58 years old.

For Director (Contract Basis)

• The candidate’s maximum age should not be above 62 years old.

Joint Director (Deputation Basis)

• The candidates’ minimum and maximum ages are 30 years and 45 years old respectively.

For Joint Director (Contract Basis)

Director (Project/Technical)

• The selected candidates will get the monthly salary in level 14 of the pay matrix as per the CPC.

Joint Director (Project or Technical)

• The selected candidates will get the monthly salary in level 13A of the pay matrix as per the CPC.

Deputy Director (Finance and Administration)

• The selected candidates will get the monthly salary in level 12 of the pay matrix as per the CPC.

Tenure for the Ministry of Rural Development Recruitment 2023:

As indicated by the official notification of the Ministry of Rural Development Recruitment 2023, the tenure period of the appointment will be one year from the date of joining, which may, at the discretion of the competent authority, be either extended or curtailed.
