'No Need For Toofan': PM Modi Urges Fact-Based Debate in Parliament:

Prime Minister Narendra Modi on Monday urged all Members of Parliament to make the Monsoon Session productive. He said discussions in Parliament should be based on facts and strong arguments instead of disruptions. While speaking to the media before the session began, he also praised India's growing space sector and appreciated startup Skyroot Aerospace. At the same time, he took an indirect swipe at Congress leader Rahul Gandhi by referring to a "56-year-old youth".

Speaking about the Monsoon Session, Modi compared it with the rainy season and said both should be productive for the country's progress.

"Be it the monsoon or the monsoon session, if both are proactive, they prove to be highly productive. And when both are productive, it leads to the welfare of the nation and the well-being of all living beings. That is why we pray that the monsoon remains both proactive and productive, and that the monsoon session proves productive as well," he said.

The Prime Minister also appealed for meaningful discussions in both Houses of Parliament. He said debates should be backed by facts and logic instead of creating unnecessary disruptions.

"May the spirit of that growth fuel our Parliament session. Where there is a strong argument, strong facts, there is no need for a storm (toofan). May every voice find space," Modi said.

Modi said India has achieved several important milestones in the last one month that have made every citizen proud. According to him, the country's achievements have been recognised not only within India but also across the world, including in the space sector.

"In just one month, the nation has achieved numerous milestones, a series of accomplishments that fill every citizen with pride. Be it on the national stage, the international arena, or now, even in space, these have truly been moments of pride for India," he said.

The Prime Minister also highlighted India's progress in the private space sector and praised Skyroot Aerospace for its recent achievement. He said India's young entrepreneurs are opening a new chapter in space technology and helping improve the country's global image.

"Just before the monsoon session last year, an Indian citizen reached the International Space Station. And just the other day, a young Indian startup achieved a monumental feat. Few countries in the world have witnessed such private enterprise; India's youth have embarked on a new journey into space. It is a tremendous success. India's global profile is gaining universal recognition and acceptance. This is no coincidence; it is a message, a powerful message that the potential and aspirations of our country's youth are as boundless as space itself," he said.

Modi said he had been told that the average age of Skyroot's team is only 28 years. He then made an apparent political jibe at Leader of Opposition Rahul Gandhi.

"I was told that the average age of the entire team working at the 'Skyroot' startup is merely 28 years. Young people like these have accomplished this feat. I am not speaking of a 56-year-old youth," Modi said, in an apparent reference to Rahul Gandhi, who is 56.

The Monsoon Session of Parliament began on Monday and will continue till August 13. During the session, the government is expected to introduce and seek the passage of several important Bills related to taxation, higher education, judicial reforms and the MSME sector.

One of the significant ones is the Foreign Contribution (Regulation) Amendment Bill, 2026 that aims to amend the rules relating to foreign funding.

The government is also expected to table the Viksit Bharat Shiksha Adhishthan Bill, 2025 to overhaul the higher education system. Earlier, the Bill was introduced in the Lok Sabha and was referred to the Joint Parliamentary Committee for detailed scrutiny.

Another major proposal is the Income-tax (Amendment) Bill, 2026. It seeks to replace an ordinance that provided tax incentives to foreign investors earning income from some government securities. The move aims to draw more investment and bolster India’s sovereign debt market.

The government also plans to bring the Supreme Court Amendment Bill, 2026, to increase the number of Supreme Court judges from 33 to 37, excluding the Chief Justice of India. The objective is to reduce the increasing backlog of pending cases.

Another Bill, the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 is also on the agenda. It aims to ease the process of doing business for MSMEs by improving the mechanism for resolving delayed payment disputes, reinforcing facilitation councils and allowing states more flexibility in dealing with such cases.

Apart from this the Centre is also expected to introduce amendments to the Registration of Births and Deaths Act to tighten the rules for delayed registrations apart from amendments to the Prevention of Insults to National Honour Act.

The Monsoon Session is likely to see fiery political debates. The government will focus on passing a number of key reform Bills in the proceedings and the Opposition is likely to raise a number of major national issues.
