Reforms In Education System
The University Grants Commission has issued regulations for Higher Educational Institutions to offer full-fledged online and open distance learning programme (HEIs). These laws cover a variety of topics, including eligibility requirements, the process for offering online programmes, and HEIs' compliance with infrastructure, academic, and other quality criteria. It restricts private-sector franchise agreements, and only HEIs are allowed to provide online programmes. You can find more information at https://www.ugc.ac.in/pdfnews/221580.pdf.
Further, based on the recommendations of the Expert Committee, UGC has proposed modifications in ODL and Online Programme Regulations. It was uploaded on UGC website at https://deb.ugc.ac.in/ for seeking comments/suggestions from stakeholders, last date for which was 15th March, 2022.
In its Budget 2022-23, the Government of India announced the establishment of a Digital University to provide students across the country with access to world-class quality universal education with personalised learning experiences delivered to their doorsteps in various Indian languages and ICT formats.
The information was given by the Minister of State for Education, Dr. Subhas Sarkar in a written reply in the Rajya Sabha today.
