Violation of Central Civil Services (Conduct Rules) Rule No. 20 wont’be tolerate in the eye of Government

On personal grounds, the Board has received several deputation requests for ex-cadre postings in CBIC subordinate offices as well as outside offices of other Ministries/Departments in the grades of Group “B” (nongazette) and Group “C.” These petitions from group “B” (non-gazette) and group “C” officials are forwarded to the Hon’ble Minister/ Member of Parliament (Lok Sabha or Rajya Sabha)/other designated authority for consideration.

Such behaviour is in violation of CCS (Conduct Rules) Rule 20 of 1964, which states:

“No Government official shall bring or seek to bring any political or other outside influence to bear on any superior authority in order to enhance his or her interests in matters pertaining to his or her service under the Government.”

The matter has been taken seriously by the Competent Authority. All such acts, it is advised, will result in appropriate action, including disciplinary action, as per existing rules in all such circumstances. Attention is also drawn to directions (copies enclosed) issued by nodal ministries in this regard.

CCAs are asked to make all officers and workers under their administrative responsibility aware of the situation.
