The Government of India, in association with State Governments, has launched an ‘Invoice incentive Scheme’ by the name ‘Mera Bill Mera Adhikaar’.

The ‘Mera Bill Mera Adhikaar’ invoice incentive plan was created by the Indian government to encourage consumers to seek bills for their purchases and to promote the use of real invoices in business-to-consumer interactions.

Customers who file GST invoices on the authorised mobile app will be eligible for cash rewards ranging from Rs.10,000 to Rs.1 crore.

The scheme is planned to begin on September 1. It will begin as a trial project in the states of Haryana, Assam, Gujarat, and the UTs of Dadra & Nagar Haveli, Daman & Diu, and Puducherry. The scheme’s principal goal is to encourage consumers to demand correct invoices from merchants for their transactions. This aids in the reduction of tax evasion and the promotion of transaction transparency.

The details of the Scheme are as under:

  • The Scheme will be launched on 1st September, 2023.
  • This scheme will initially be launched as a pilot in the States of Assam, Gujarat & Haryana and UTs of Puducherry, Dadra Nagar Haveli and Daman & Diu.
  • All B2C invoices sent to customers by GST registered suppliers (registered in the states of Assam, Gujarat, and Haryana, as well as the union territories of Puducherry, Dadra Nagar Haveli, and Daman and Diu) would be eligible for the system. The minimum amount for invoices to be considered for a fortunate draw has been set at Rs. 200.
  • Invoices can be uploaded on Mobile Application ‘Mera Bill Mera Adhikaar’ available on IOS and Android as well as on web portal ‘web.merabill.gst.gov.in’.
  • This Scheme will be open to all Indian residents, regardless of their state or union territory. An person can upload a maximum of 25 invoices to the App/web portal in a month to be eligible for the lucky draw.
  • An Acknowledgement Reference Number (ARN) will be produced for each uploaded invoice, which will be utilised in the prize draw.
  • Winning invoices will be chosen at regular intervals (monthly/quarterly) using a random draw process.
  • Periodicity of draw and prize structure:

  • All B2C invoices issued during the previous month which have been uploaded on the application by 5th of the next month will be eligible for the monthly draw.
  • For Bumper prize, a quarterly draw will be conducted for all invoices uploaded in the last 03 months (till 5th of the month of the bumper draw) will be considered.
  • The system will reject duplicate uploads and invoices with inactive or bogus GSTINs.
  • Alert/Notification to the winners will be made through SMS/push Notification on the app/web portal only.
  • Winning person will be asked to provide some additional information, such as PAN number, Aadhar Card, Bank Account Details, and so on, via the app/web portal within 30 days of being informed (date of SMS/App/Web Portal Notification), in order for the winning prize to be transferred to them via the said bank account.
  • This Pilot Scheme will run for a period of 12 months.
