Ministry of Labour & Employment Recruitment 2022: The Union Public Service Commission (UPSC) has invited Applications from the Competent Candidates duly meeting Eligibility in reference to Multiple Posts under the Junior Time Scale (JTS) Grade of Central Labour Service (Group ‘A’ Organized Service) consisting of the Posts of Assistant Labour Commissioner (Central)/Assistant Welfare Commissioner (Central)/Assistant Labour Welfare Commissioner (Central)/Assistant Director under the Ministry of Labour & Employment, Shram Shakti Bhawan, New Delhi. Among the Persons, who deem to have fulfilled the Eligibility Criteria in respect of the Junior Time Scale Grade of Central Labor Service (Group ‘A’ Organized Service) may apply as per the Instructions in the Union Public Service Commission Notification in respect of the Ministry of Labor and Employment Recruitment 2022, issued for the same.

The UPSC issued Recruitment Notification in respect of Recruitment under the Junior Time Scale Grade of Central Labor Service (Group ‘A’ Organized Service) under the General Central Service, Group ‘A’, Gazetted (Non-Ministerial) consisting of the Posts of Assistant Labor Commissioner (Central)/Assistant Welfare Commissioner (Central)/Assistant Labor Welfare Commissioner (Central)/Assistant Director under the Ministry of Labour & Employment, Shram Shakti Bhawan has been allocated 29 Vacancies inclusive of 17 Posts earmarked for the General Merit Personnel.

Nature of Posting: The Posting is Permanent

Pay Scale: Level 10 in the Pay Matrix of Rs.56100 to Rs.177500

Upper Age Limits: Not exceeding 35 years for Un-Reserved Category Candidates and also Economically Weaker Section Candidates as on Normal Termination Date. Scheduled Castes should not exceed 40 Years. The Age is Relaxable for the Regularly Appointed Central/Union Territory Government Servants up to 05 Years as per the Government of India issued Instructions/Orders from time to time. For Age concessions applicable to other categories of Applicants, ‘Instructions and Additional Information for Candidates in respect of Recruitment by Selection are available for viewing.

As regards the Ex-Service-Men and Commissioned Officers including ECOs/SSCOs shall be Upper Age is relaxable by 05-years subject to the condition that Post-attestation on the Closing Date for receipt of Applications the continuous Service rendered in the Armed Forces by any Ex-Service-Man is Minimum 06 (Six) Months. This Upper Age relaxation also remains available for the ECOs/SSCOs who have completed their Initial Period of Assignment of 05 (Five) Years of Military Service and whose Assignment has been extended beyond 05 (Five) Years as on the End Date of Online Registration of Application and in whose case the Ministry of Defence issues Certificates that they will be released within 03 (Three) Months on Selection from the Date of Receipt of Offer of Appointment. The Candidates claiming the Age-relaxation under this Para would need to submit/produce a Certificate in the prescribed Proforma to the Union Public Service Commission.

Essential Qualification(s): Any Competent Applicant willing to apply for the Post should have the following Essential Qualifications in reference to the Junior Time Scale Grade of Central Labor Service (Group ‘A’ Organized Service) consisting of the Posts of Assistant Labor Commissioner (Central)/Assistant Welfare Commissioner (Central)/Assistant Labor Welfare Commissioner (Central)/Assistant Director.

A. Educational Qualifications:
i) Bachelor’s Degree from any Duly Recognized University established by the Law of the Government of India.

ii) Diploma in Social Work/Labor Welfare/Industrial Relations/Personnel Management/Labor Laws from any Duly Recognized University or Institution Equivalent thereof.

B. Desirable: Bachelor of Legum Laws (LL.B.) from any Duly Recognized University or Institute Equivalent thereof; Or

Note 1: The UPSC at its discretion, may relax the Fore-stated Qualifications in case of the Candidates, otherwise, well-qualified.

Note 2: The Candidate’s Qualification(s) about the Experience(s) is/are relaxable at the discretion of the Union Public Service Commission, for the reasons to be recorded in writing in the case of those belonging to the Scheduled Caste Community, if at any Selection Stage, the UPSC is of the opinion that the sufficient number of the Candidates from this Reserved Community having the Requisite Experience are Unlikely to be available for filling the vacancies reserved for them.

Ministry of Labour & Employment Recruitment Test Selection and Other Criteria:

Note-I: The Recruitment Methodology for the Post Senior Agricultural Engineer to be exercised by the Union Public Service Commission will be as explained in the subsequent Sections.

Note-II: The Union Public Service Commission, in the event of Applications received in a large number from the Applicants, shall likely adopt the Shortlisting Criteria aimed at restricting the number of Eligible Candidates to be called for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:

a) “On the basis of Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) in case more than one Desirable Qualification is prescribed”.

b) On the basis of Higher Educational Qualifications than the Minimum Prescribed in the Advertisement.

c) On the basis of Higher Experience in the relevant field than the Minimum Prescribed in the Advertisement.

d) By counting the Prior Professional Work-Experience before or Post-acquiring Essential Qualifications.

e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).

f) By holding a Recruitment Test (RT).

Therefore the Candidate should mention all their respective Qualifications and Experiences in the relevant Field over and above the Minimum Qualifications.

Note-III: Important Points: Viva-voce/Personality Test weighs Total 100 Marks explained as hereunder:

i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is made only through an Interview or by Recruitment Test (RT) followed by the Interview, shall remain as follows:

a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks. b) Economically Weaker Sections 50 Marks. c) Other Backward Community: 45 Marks, c) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability (PwBD): 40 Marks.

ii) In cases where Selection is made by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to achieve the Minimum Level of Suitability in their respective Categories at the Interview Stage.
