Ministry of Defence Recruitment 2023: The Union Public Service Commission (UPSC) has invited Online Applications from Candidates Eligible for the Senior Design Officer Grade-I (Electrical) Post in the Integrated Headquarters, Ministry of Defence Navy (New Delhi), Ministry of Defence (MoD), Government of India notified vide the UPSC issued Ministry of Defence Recruitment 2023 Official Advertisement.
There are 05 Vacancies for the Senior Design Officer Grade-I (Electrical) Post under General Central Service Group A’ Gazetted (Non-Ministerial) Classification in accordance with the Ministry of Defence Recruitment 2023 Official Notification. According to the Ministry of Defence Recruitment 2023 Official Notification, there are 05 Vacancies inclusive of 03 Posts earmarked for the Un-Reserved Category Candidates.
As per the Ministry of Defence Recruitment 2023 Official Notification, Willing Candidates Eligible for the Senior Design Officer Grade-I (Electrical) Post under the Pay Scale Level Level-11 (Rs. 67700-208700) Plus NPA of the Pay Matrix of 7th CPC under the Ministry of Defence should complete the Online Recruitment Application Process as per the Instructions prescribed in the UPSC issued Ministry of Defence Recruitment 2023 Official Notification. The Last Date for the Willing and Eligible Candidates in accordance with the Ministry of Defence Recruitment 2023 Official Notification to complete the Online Recruitment Application (ORA) Process is 30.03.2023.
Note-I: According to the UPSC issued Ministry of Defence Recruitment 2023 Official Notification, all Eligible Applicants with Willingness should complete the Online Application Process in respect of the Senior Design Officer Grade-I (Electrical) under General Central Service Group A’ Gazetted (Non-Ministerial) Post by furnishing the Mandatory Particulars on Online Recruitment Application Portal.
Note-II: According to the Ministry of Defence Recruitment 2023 Notification, all Willing Candidates must furnish individual Qualifications and Experience in the appropriate/relevant Field(s) over and above the Minimum Qualifications in the Online Recruitment Applications while completing the ORA Process on the UPSC ORA Link.

According to the Ministry of Defence Recruitment 2023 Notification, the Pay Scale accruing to Senior Design Officer Grade-I (Electrical) Post-Selection under the Pay Scale Level 11 is hereinunder:
Pay Matrix Scale: Level-11 (Rs. 67700-208700) of 7th Central Pay Commission
According to the Ministry of Defence Recruitment 2023 Official Notification, the following Category-wise and Reserved Community-specific Age Limits are prescribed for the Senior Design Officer Grade-I (Electrical) Post:
1) The Un-Reserved Applicant should not exceed (Maximum) 40 Years as on the Closing Date (30.03.2023) of this Ministry of Defence Recruitment 2023 Advertisement issued for the purpose.
2) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/ Union Territory Government Servants up to 05 Years as per the instructions issued by the Government of India from time to time.
3) For Age Concessions applicable to some other Categories of the Applicants, do refer to the relevant Paragraphs of the ‘Instructions and Additional Information to the Candidates for Recruitment by Selection’ of the Ministry of Defence Recruitment 2023 Notification.
The Eligibility comprising the Educational Qualification(s) and Experience essential as per the Ministry of Defence Recruitment 2023 Notification applicable to the Candidates/Applicants are as follows:
A) Educational Qualification: Bachelor’s Degree (Electrical/Electronics /Telecommunication Engineering) from any Accredited University Or **Equivalent; viz., the AICTE (All-India Council for Technical Education)/ UGC (University Grants Commission) and not to be construed as Educational Qualification.
B) Experience: 05-Years’ Practical Experience in Design/Installation/Construction of Ships.
Note: The Qualifications and the Qualification in regard to Experience in case of Candidates otherwise well-qualified, are relaxable at the discretion of the Union Public Service Commission.
According to the Ministry of Defence Recruitment 2023 Official Notification, the Union Public Service Commission shall carry out the Recruitment Test Selection and Other Criteria with reference to the Ministry of Defence Recruitment 2023 Official Notification, as is also explained hereunder:
Recruitment Methodology:
In the event of the Applications received relatively in a large number from Applicants, the Union Public Service Commission will adopt the Shortlisting Criteria to restrict the number to only Eligible Candidates to be called in for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:
a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) if more than one Desirable Qualification is prescribed”.
b) On the basis of Higher Educational Qualifications than the Minimum prescribed in the Ministry of Defence Recruitment 2023 Notification.
c) Based on Higher Experience in the relevant field than the Minimum prescribed in the Ministry of Defence Recruitment 2023 Advertisement.
d) By reckoning the Prior Professional Work-Experience before or Post-acquiring Essential Qualifications of the Candidate Applicants.
e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).
f) By holding a Recruitment Test (RT).
Note-II: Important Points:
Viva-voce/Personality Test carries Total 100 Marks explained hereunder:
i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain as hereunder:
a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks.
b) Economically Weaker Sections 50 Marks.
c) Other Backward Community: 45 Marks.
d) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability/ies (PwBD/s): 40 Marks.
ii) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.
Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:
I) The General Category/EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five only) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using the Visa/Master Credit/Debit Card Payment Gateway.
II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.
Based on the UPSC issued Ministry of Defence Recruitment 2023 Official Notification, the Eligible Candidates with Willingness should complete the ORA Process up to 16.03.2023 following the Instructions prescribed therein.

ii) Carefully Read the Online Application/Registration Instructions available on the UPSC ORA Portal.
iii) Initiate the Online Application Process as per the Instructions on the Online Registration Application Portal.
iv) Upload Scanned Signature, Photograph for uploading with Online Recruitment Application.
v) Upload Self-attested Documents on the UPSC Online Registration of Application.
vi) Remit the Application Fee Online through Debit/Credit Card/Net Banking, etc.
