CBIC has issued a circular to announce the launch of the “Automated Out of Charge” system. This new system is mainly designed for AEOs in Tier 2 and Tier 3 Clients.

CBIC rolls out the "Automated Out of Charge" System for AEO T2 and T3 Clients [Read Circular]
The Central Board of Indirect Taxes and Customs (CBIC) has issued a circular to announce the launch of the “Automated Out of Charge” (Auto-OOC) system. This new system is mainly designed for Authorized Economic Operators (AEOs) in Tier 2 (T2) and Tier 3 (T3) Clients.
The Circular Read as Follows:
CBIC's sustained efforts to simplify trade procedures, promote transparency, and adopt best practices to achieve consistent improvements across a variety of trade facilitation measures. As part of a larger initiative to increase trade efficiency, improve compliance, and decrease the administrative burden on businesses, CBIC has chosen to use Automated Out of Charge in the case of AEOs T2 and T3 where CCR verification is not required.
In the first phase, the BEs of AEO- T2 and T3 clients, meeting the following criteria will be eligible for Auto-OOC on web-based goods registration:
(a) Not selected for examination or scanning or for any PGA related NoC.
(b) Assessment is complete.
(c) Authentication of BE by way of OTP is complete for duty deferment.
The Auto-OOC will be allowed on a risk basis for the eligible BEs. However, in the case of any intelligence, customs systems allow the option for "HOLD" to override the Auto-OOC by the concerned customs officer.
The facility now begins on January 1, 2025, and will be another key step towards promoting genuine trade and reducing total stay time. A detailed advisory will be issued by DG Systems.
This circular may be given wide publicity by issuing suitable trade notice/public notice. All stakeholders under your jurisdiction may be informed suitably of these changes. Any difficulty faced by stakeholders may be brought to the notice of the Board.
