Important Information for the Bidders

General Guidelines for e-Tendering

1. Instructions/ Guidelines for electronic submission of the tenders have been annexed for assisting the bidders to participate in e-Tendering.

  • Registration of Bidder: Any bidder willing to take part in the process of e-Tendering will have to be enrolled & registered with the Government e-Procurement System, through logging on to https://wbtenders.gov.in, the bidder is to click on the link for e-Tendering site as given on the web portal.
  • Digital Signature certificate (DSC): Each bidder is required to obtain a Class-II or Class-III Digital Signature Certificate (DSC) for submission of tenders from the approved service providers on payment of requisite amount. DSC is given as a USB e-Token.
  • The bidder can search & download Tender Document(s) electronically from computer once he logs on to the website https://wbtenders.gov.in using the Digital Signature Certificate.
  • Submission of Tenders: Tenders are to be submitted online to the website along with the BoQ before the prescribed date & time using the Digital Signature Certificate (DSC). Virus scanned and duly digitally signed copies of the documents are to be uploaded. The documents will get encrypted (transformed into non readable formats).

2. In the event of e-filling, intending bidders may download the tender documents from the website https://wbtenders.gov.in directly. Necessary earnest money should be paid in the form of Net Banking or RTGS/ NEFT from the e-Procurement portal of the Government of West Bengal https://wbtenders.gov.in.

3. Tender documents may be downloaded from website and submission of the bid should be done as per the stated time schedule.

4. The ‘Tender Evaluation Committee’ will open the Technical Bid and the Financial Bid to conduct an evaluation based on Combined Quality-cum-Cost Based Selection (CQCBS) process. The decision of the ‘Tender Evaluation Committee’ will be final and absolute in this respect.

1• The Bidder should be an established Chartered Accountancy Firm either a Company incorporated in India or a Partnership Firm with at least three Partners.

• The Bidder should be practising in India at least from 01-Nov-2001.

• Certificate of Incorporation in case of Company along with Articles of Association and Memorandum of Association.

• In case of Partnership Firm, the bidder needs to submit copy of Registered Deed of Partnership.

2The bidder should have:

• at least 1 (One) completed similar project of preparing Final Accounts for any State/Central Government, State/Central Government Undertaking, Statutory/Autonomous Body constituted by the Central/State stature having a contract value of at least ₹6,00,000/-

OR

• at least 2 (Two) completed similar projects of preparing Final Accounts for any State/Central Government, State/Central Government Undertaking, Statutory/Autonomous Body constituted by the Central/State stature having a contract value of at least ₹4,50,000/-
OR

• at least 1 (One) running project of similar nature which has been completed to the extent of 80% or more having Contract Value not less than ₹7,50,000/-

during the period from 01-Nov-2016 till the date of submission of the bid.

• Credential Certificate issued by competent authority of a State/ Central Government, State Central Government Undertaking, Statutory/Autonomous Body constituted by the Central/State stature, on the completed work will be taken as credential.

• Necessary Work Order and Completion Certificate should be submitted along with the technical bid.

• In case of running (ongoing) project, “Satisfactory Performance Certificate” from a competent authority of the Client shall have to be produced mentioning the Contract Value and Completion-percentage of the Project.

• The documents submitted should clearly depict the nature of work executed in the project and the Project Value.

• Credentials for bidder working as sub-contractors will not be considered for evaluation. If the projects have been executed as Joint Venture then proper legal documents should be submitted mentioning the bidder was a partner of the venture and not a sub–contractor.

3Power of Attorney for mentioning authorized signatories.• A Power of Attorney issued on the Letter-Head of the Firm as per the format in Annexure 1.

OR

• A company Board Resolution mentioning the name of the authorized signatory.

4Bidder should not have been blacklisted by Govt. of India/PSUs/ULBs/Development Authorities on the date of bid submission.An undertaking on Non Judicial Stamp Paper, worth at least ₹50/-, stating the same, dated on or after the “Publication of Tender Date” as mentioned in Section 5.2 as per Annexure 4.
5The bidder should be empanelled with C&AG of India for the year 2021-22 in the panel for Major Audits.Scanned Copies of the relevant certificate/list of empanelment..
6(a) Certificate of Enlistment (Trade License) valid at least upto 31-Mar-2022
(b) PAN Card
(c) Professional Tax Registration Certificate at least upto 2021-2022
(d) Goods and Service Tax Registration Certificate mentioning the 15 digit
Scanned Copies of the documents.
7The Bidder should have a minimum average Annual Turnover of ₹75,00,000/- towards “Revenue from Operations” in the financial years 2017-18, 2018-19 & 2019-20.Copies of audited Balance Sheets and Profit & Loss Statements endorsed by the CA/CS of the bidder for the specified 3 financial years.
8The bidder should have a complete Working Office in Kolkata or in its vicinity.Documentary Proof of having such office.
9The bidder must have at least 5 (five) Chartered Accountants in its payroll.Declaration from the HR Section of the Firm certifying the number of Chartered Accountants.
