Government Introduces New Customs Baggage Rules 2026 to Simplify Travel

The Ministry of Finance recently shared a press release regarding the introduction of the New Customs Baggage (Declaration and Processing) Regulations, 2026.

The Central Government has introduced the Baggage Rules, 2026, along with the New Customs Baggage (Declaration and Processing) Regulations, 2026 and a Master Circular. These updates are especially made to make travel easier for international passengers, keeping in mind the growing number of travellers, changing economic conditions, and passenger expectations.

These changes were made after consulting ministries, airport operators, and feedback from passengers. These new rules focus on simplifying procedures, making processes more transparent, allowing electronic and advanced declarations, and ensuring smooth baggage clearance.

Benefits of New Customs Baggage (Declaration and Processing) Regulations, 2026:

The following are the key features of the new customs baggage (Declaration and processing) regulations, 2026:

1. Enhanced general fee allowance:

a) The new baggage rules have increased duty-free allowances to match present-day travel realities. Different passenger categories now have the following duty-free limits:

  • Residents: Rs. 75,000
  • Tourists of Indian origin: Rs.75,000
  • Foreigners with valid visas (except tourist visas): Rs. 75,000
  • Tourists of foreign origin: Rs. 25,000
  • Crew members: Rs. 2,500

However, passengers arriving by land borders do not get any general duty-free allowance.

b) Transfer of residence benefits

For people moving back to India permanently, the rules allow duty-free benefits based on how long they have stayed abroad:

  • A person who stays up to 12 months will get the benefit of Rs. 1.5 lakh.
  • A Person who stayed between 1-2 years will get the benefit of Rs. 3 lakh.
  • A Person who stayed more than 2 years will get the benefit of Rs. 7.5 lakh.

These benefits are now simpler, with a single rationalised list of items and an overall value limit based on eligibility.

2. Special Jewellery Allowance

Returning residents and tourists of Indian origin (who stayed abroad for over a year) can bring duty-free jewellery based only on weight, removing old value limits:

  • Female passengers: up to 40 grams
  • Other passengers: up to 20 grams

3. Temporary Import/Re-Import Provisions

Passengers can now get temporary import or export certificates for goods they bring in or take out temporarily. This makes customs clearance faster and prevents goods from being unnecessarily held.

4. Consolidated Concessions

  • Passengers over 18 years can bring one laptop duty-free.
  • Bringing pets is also covered under these rules.

5. Modernised Customs Procedures

The Customs Baggage Regulations 2026 and Master Circular consolidate and update 35 older circulars. They provide clear instructions on how the new rules will work in practice.

The Customs Baggage Regulations 2026 focus on the following:

  • Digital and simplified processes
  • Higher duty-free limits
  • Uniform implementation across custom formation
  • Less detention of goods
  • Easier customs procedures
