Govt Notifies GST Exemption on Final Cost of National Flag Supplied under Har Ghar Tiranga Programme
The Department of Revenue vide Office Memorandum F. No. 354/17/2022-TRU Dated 8th July 2022 Notifies the Exemption from GST on Final Cost of National Flag Supplied under Har Ghar Tiranga Programme.
The sale of the Indian national flag is exempt from the Goods and Services Tax (GST), the finance ministry announced on Friday, regardless of whether it is machine-made or made of polyester. National flags made of cotton, silk, wool, or Khadi that are hand-woven or hand-spun are already exempt from the GST.
Following revisions to the "Flag Code of India, 2002" in December of last year, the Revenue Department confirmed that polyester or machine-made tricolour would also be free from the duty.
The office of Finance Minister Nirmala Sitharaman tweeted, "It has been clarified that the sale of the Indian National Flag, complying to the Flag Code 2002 and its subsequent changes, is exempt from GST."
In light of the "Har Ghar Tiranga" effort under the "Azadi ka Amrit Mahotsav" — commemorating 75 years of India's freedom — the finance ministry's clarification seems timely.

The undersigned is directed to refer to your D.O. letter F. No. 42-22/119/2022-AKAM dated 20th May, 2022 regarding 'Har Ghar Tiranga' and to state that "Indian National Flag" is already exempt from GST (copy of notification enclosed). In terms of this notification, "Indian National Flag" adhering to the Flag Code, 2002 (including the amendments, as made vide order dated 30th December, 2021) would be exempt from GST.
