ITR Forms are Out: But cannot File ITR; Should ITR Date be Extended
All seven Income Tax Return (ITR) forms for the AY 2025-26 have been released by the Income Tax Department. Still the people cannot file their returns yet because the e-filing tools which are required to submit the forms are not available right now on the income tax website.
All the forms are shared by the government, including ITR-1 to ITR-7 and ITR -V. A new version of ITR-U form was also launched on 19, May 2025. Through this form people will be able to file or fix their returns for up to 48 months, according to the Finance Act 2025.

Even after the forms have been out, the tools known as utilities used for filing ITR are not working on the official portal for now.
These are special types of software used to help people file their tax returns easily. These tools check the form, if it’s filled correctly or not, and then upload it online. ITR forms cannot be uploaded without these tools.
As of now, these tools are available in three types:
Offline (Java/Json), Excel, and Online. People mostly prefer to use the online version to file on their own while the tax experts often use the JSON and Excel versions.
There is no notice from the Income Tax regarding the availability of the tools. But reports says that tools might be released in steps, starting with the easier forms like ITR-1 and ITR-4. This can take place between late May and early June 2025.
Last year the filing of ITR-1, ITR-2, ITR-4 and ITR-6 was started from April 16, 2024. Compared to last year, it is a bit late.
The last date for filing the ITR for the year 2024-25 is July 31, 2025. So, it is advised that taxpayers should keep checking the official website [www.incometax.gov.in] for updates.
Ideally, tax utilities should be released at the beginning of the financial year. In case there is a delay in releasing the utilities, the same should be compensated for by extending the due date of ITR Filing.
Many Tax professionals also feel that the real filing of ITR starts once all the TDS returns and Statements of Financial Transactions (SFT) are filed for the financial year and the data is updated in Form 26AS and the Annual Information Statement (AIS). This happens in the 2nd week of June. This is the reason, ITR Filing Date should be permanently extended from 31st July to 31st August.
