Ministry of Culture Recruitment 2022: The Ministry of Culture (MoC) has sought Applications from the Central Government/State Government Officers duly meeting the Eligibility for the Post Director-General in the National Research Laboratory for Conservation of Cultural Property (NRLC), Lucknow.

Such Officers who fulfill the Eligibility for Appointment in Pay Band 4 (Rs.37400 to Rs.67000) Plus Grade Pay Rs.10000 (Level 14 of the Pay Matrix as per 7th CPC) in the General Central Service Group ‘A’ Gazetted Non-Ministerial on Deputation (including Short-Term Contract) may apply as per the Guidelines explained in the subsequent Section within 02 Months (60 Days) post-issuance of the Notified Recruitment Advertisement.

Modality for Applying: The Officers should submit their respective Applications in Duplicate in the Specimen Proforma (Annexure I and Annexure II) through a Proper Channel as per the Proforma Application Form requesting their respective Parent Organisation or Cadre Controlling Authority to forward their Applications clubbed with a No-Objection Certificate (NOC), Discipline and Appeal Rule (D&AR), Integrity Certificate, Vigilance Clearance and Confidential Report (CR) Dossier including Preceding 05 Years’ Annual Confidential Reports (ACRs)/Annual Performance Appraisal Reports (APARs) Ratings duly Countersigned and bearing Seal Attestation on each Page and all other Relevant Documents/Certificates in support of the Educational, Professional Qualifications and Experience.  *The Countersigned Confidential Dossiers and Applications of Willing Candidate in terms of the Eligibility Criteria, who may be spared immediately for Appointment to the said Notified Post, may be forwarded to the Office of the Competent Authority.

Selection Process:  Selection for Engagement in the Director-General Position shall be conducted through Scrutiny of the Applications followed by Viva-voce/Personal Interview of the Eligible Officers.

Engagement Tenure: The Period of Deputation including the Period of Deputation in another Ex-Cadre Post held immediately preceding this Appointment in the same or any other Organization or Department of the Central Government shall ordinarily not Exceed 05 Years.

Appointment Terms: Appointment on a Contractual Basis shall Initially be for 03-Years and may be extended subject to the Incumbent’s Satisfactory Performance and Maximum Age Limit of 75 Years.

The Maximum Age Limit for Appointment should not exceed 67 Years as on the Closing Date of the Application.

Essential Educational Qualification: Master’s Degree in Chemical/Physical/Biological/Environmental/Earth Sciences Or Bachelor’s Degree in Engineering/Bachelor’s Degree in Technology with Specialisation in Metallurgy or Material Science from any Duly Recognized University

Post-Qualification Experience: A) Officers of the Central Government or State Governments of Union Territories or Public Sector Undertaking (PSUs) or Universities or Recognized Research Institutions Or Statutory Organizations

i) should be holding Analogous Posts on a Regular Basis in the Parent Cadre/Department; Or

ii) with 03-Years’ Service in the Grade rendered Post-Appointment thereto on a Regular Basis in Pay Band 4 (Rs.37400 to Rs.67000) Plus Grade Pay Rs.8700 (Level 13 of the Pay Matrix as per 7th CPC) in the Parent Cadre or Department; and

B) Having 15 Years’ Service Experience in Practical or Research / Teaching in the field of conservation of Cultural Property; such as Stones, Metals, Ceramics, Textiles, Woods, Manuscripts, Bone and Ivory Paintings, Sculptures;

iii) Experience in Conducting and Guiding Research in the Field of Conservation of Antiques and Art Objects (Proof of having published, Books, Articles and Monographs relating to Conservation Aspects to be furnished); and

iv) Experience of Planning, Setting up, and Administering a Conservation Laboratory.

Essentially Desirable: The Candidates also should have in possession the following Qualifications

i) Philosophiae Doctor (Doctorate) Degree in Conservation from any Duly Recognized University;

ii) Knowledge of Editing and Publishing Technical Journals;

iii) Study or Working Experience in Developed Conservation Laboratories in Foreign Countries;

iv) Knowledge of Foreign Languages other than English, viz., French, Italian, German, Russian; and

v) Post-Graduate Diploma or Degree in Management from any Duly Recognized University
